Assignment Title: Health and Safety Independent Audit

Reference No: EWHCIP/CS/ICS-01

The Government of Georgia has received financing from the World Bank toward the cost of the East-West Highway Corridor Improvement Project (EWHCIP), and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia.

The consulting services (“the Services”) include the provision of Independent Audit of the Client’s Health and Safety Systems. The Assignment aims at (i) conducting a review and analysis of the current WHS arrangements in selected World Bank-financed roads/ highways contracts, (ii) providing recommendations for improving the WHS situation for the subject contracts; and iii) providing detailed recommendations for the Client to improve the monitoring of WHS practices in throughout its portfolio of projects and (iv) raise the awareness for the Client's staff on the WHS aspects of road project management. The estimated duration of the assignment is 8 weeks. The consultant should be based in Georgia for the duration of the assignment.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the Services.

Due to the border restrictions related to the COVID-19 virus, the Client seeks to hire the local or international consultant having current residence in Georgia.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information.

The Qualification Requirements for selection of the Consultant are as follows:

  • A graduate or equivalent qualification/ degree in civil engineering, project management, construction management, Health & Safety or any other relevant discipline;
  • At least  5 years of prior work experience in dealing with H&S systems in road and highway projects, including projects with large bridge and tunnel structures;
  • Demonstrated knowledge and experience in undertaking the operational assessment of H&S systems;
  • Deep knowledge and understanding of the best global H&S practices;
  • Relevant regional and international experience will be an added advantage.

Note: The Road Department reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 – Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  Also please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the consultant’s services under the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

The Consultant will be selected under the “Selection of Individual Consultants” method for a Lump-Sum contract, as described in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).
