Assignment Title: Technical Assistance for Local Governments in Management and Maintenance of  Local Roads in Georgia

Contract/RFP No: SLRPIII/CS/CQS-08

Georgia has received a loan from the World Bank toward the costs of the Third Secondary and Local Roads Project (SLRP-III) and intends to apply of the loan proceeds for payments for a Consultancy Contract for the Technical Assistance for Local Governments in Management and Maintenance of Local Roads in Georgia. The Roads Department (RD) is the implementing agency and the Client of this assignment.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consulting companies (here and after „Consultants”) to express their interest in providing the following services: “Technical Assistance for Local Governments in Management and Maintenance of  Local Roads in Georgia.”

Main objective of this assignment is to build in-house capacity for Local Self-Governments (LSG) in order to empower them in better management and maintenance of local roads in Georgia. This will be achieved by preparing concise, easy to use manual on (i) local road management; (ii) local road routine and winter maintenance. In addition, Consultant shall conduct two workshops for East and West parts of Georgia targeting to the LSG personnel and organize a study tour for some of them in selected country to learn the best practices in the field.

Interested companies shall provide information demonstrating that they have the necessary experience to perform the services. Expressions of interest should cover, but not limited to:

 1.Company Profile; 

  2.Experience of the company in the projects relevant to the assignment; 

 3.General overview on company’s staff capacities and expertise.

The shortlisting criteria are: 

The Consultant will be expected to have sound experience in the field of conducting trainings.

The proposed team shall be composed of not more than 4 persons:

  1. Team Leader – shall have strong academic and professional background and at least 10 years of experience in the field of Road Maintenance, including 2 years of international working experience. Expert shall have an experience in preparation of manuals, training programmes and delivering of training. Proposed expert should be experienced in leading the team, coordinating the activities and reports writing skills.
  2. Road Engineer/Trainer – shall have a strong professional background and at least 10 years in road design (including safety and climate resilience measures) and supervision, including 2 years of international working experience. Engineer shall have an experience in preparation of manuals/training programmes and delivering of training.
  3. Transport Planner-Economist/Trainer - at least 5 years of experience in road maintenance feasibilities (road assessment and inventory, road maintenance planning and operations), budgeting and financial control, including 2 years of international working experience. Expert shall have an experience in preparation of manuals/training programmes and delivering of training.
  4. Procurement Specialist/Trainer - at least 5 years of experience in procurement of works and services related to the road construction/rehabilitation and maintenance works, including 2 years of international working experience. Expert shall have an experience in preparation of training programmes and delivering of training.

Estimated duration of assignment is 8 months.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.

The Consultant will be selected under Selection Based on Consultant’s Qualification (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).
