Assignment Title: Enhancement of the Georgian eGovernment Procurement System (Ge-GP) through the development of Application Programming Interface (API)

Contract/RFP No: SLRPII/CS/ICS-05

The Government of Georgia received a loan from the World Bank to implement Second Secondary and Local Roads Project (SLRP II) which aims to reduce transport costs on project roads and improve sustainability. Roads Department (RD) is the implementing agency of this Project and the Client of this assignment. TOR describe the services that the Consultant is expected to perform, objectives of the assignment along with guiding principles and qualification requirements.

The main objective of this assignment is the development of an API (Application Programming Interface) following the OCDS (Open Contracting Data Standards) schema for receiving from and sending data to the SPA’s (State Procurement Agency) OCDS portal to allow and facilitate different types of users to access and analyze procurement data. The types of users could be i) citizens interested in public procurement, ii) public officials interested in the management of public contracting, iii) citizens with technological skills and with the ability to reuse data to create added value. (iv) private sector representatives.

Interested individuals shall provide CV demonstrating that they have the necessary experience to perform the aforesaid services.

Minimum Qualification

-  Candidate should be individual with a degree in computer engineering or other related field, and proven qualifications and experience in open data and open source systems.

-  Candidate should possess knowledge of distributed version control system or similar (example, GIT).

-  Have a minimum experience of 2 years in the development of web systems.

-  Have experience in at least 2 projects with the development of APIs.

-  Possess knowledge and experience of at least 2 years in the database engine used by SPA in the current data architecture.

-  Being based in Tbilisi, Georgia is not a requirement. Capacity to work remotely with availability to participate in meetings to monitor progress.

-  Eye for design and attention to details are essential.

-  Fluency in English is required. Fluency in Georgian would be an asset 

Estimated duration of assignment is 60 days.

Estimated Budget for the assignment is US$ 25,000 (all applicable taxes included)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm's consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.
