Rehabilitation and Maintenance of Roads in Kakheti Region under Output- and Performance-based Contracting (OPRC)

1. The Government of Georgia, Ministry of Regional Development and Infrastructure, Roads Department has received a financing from the World Bank towards the cost of the Second Secondary and Local Roads Project and it intends to apply the proceeds to payments under Contract for Rehabilitation and Maintenance of Roads in Kakheti Region under Output- and Performance-based Contracting (OPRC).

2. The Roads Department of Georgia intends to pilot Output- and Performance-based Road Contracts (OPRC) as a method for achieving sustainable and cost effective road asset management whilst at the same time meeting the needs of road users. The pilot project is expected to cover a road network size of about 117 km comprising paved roads in a single package. Implementation period of the contract is 60 months.

3. Procurement of works will be conducted through the procedures of International Competitive Bidding as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January, 2011)  and is open to all eligible bidders  as defined in the guidelines.

4. Interested eligible bidders who wish to receive any additional information and inspect the bidding documentation should contact Mr. Irakli Litanishvili, Vice-Chairman of the Roads Department of Georgia at the address below from 10:00 A.M till 17:00 P.M.

5. Bidders shall meet the following minimum qualifying criteria to qualify for award of the contract:

a.       The evidence that the bidder is not involved in any litigation with regard to its       bankruptcy, reorganization or liquidation; All pending litigation shall in total not represent more than twenty percent (20 %) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

b.      Minimum average annual turnover of US$ 9,000,000  (Nine Million United Stated Dollars), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2010, 2011, 2012, 2013, 2014 and ongoing 2015 until bid submission deadline);

c.       Liquid assets and/or credit facilities, net of other contractual commitments and exclusive   of any advance payments which may be made under the Contract, of no less than 2,500,000 US$ (Two Million Five Hundred Thousand United States Dollars).

d.      Participation as JV member, contractor, management contractor, or subcontractor, in at least one (1) road rehabilitation / reconstruction / construction  and/or maintenance  contract within the last five (5)  years (2010, 2011, 2012, 2013, 2014 and ongoing 2015 until bid submission deadline), with a value of at least US$ 9,400,000  (Nine Million Four Hundred Thousand United States Dollars), or two (2) contracts, each with a value of at least US$ 4,700,000 (four million seven hundred thousand United States Dollars) that have been successfully and substantially[1]completed and that are similar to the proposed Works and Services.

e.       Minimum experience in the following key activities:

  • Detail Design of paved roads;
  • 100 000m2 of pavement rehabilitation  / reconstruction / new construction in at least 1 year in the last 3 years prior to bid submission deadline (2012, 2013, 2014 and ongoing 2015 until bid submission deadline);
  • Road maintenance experience for at least 100km road network in at least 1 year in the last 3 years prior to bid submission deadline (2012, 2013, 2014 and ongoing 2015 until bid submission deadline);

Minimum qualifying criteria for Bidder’s Project Consultant:

f.        Over the period of the last six (6) calendar years prior to bid submission, the Consultant has implemented similar projects requiring (2009, 2010, 2011, 2012, 2013, 2014 and ongoing 2015 until bid submission deadline):

  • Paved Road Rehabilitation/Reconstruction/New Construction Design;  
  • g.       The following Consulting experience:
  • Two (2) Road Design projects (Consultancy) for Detail Design of Rehabilitation/Reconstruction/New Construction works within the last six (6) years (2009, 2010, 2011, 2012, 2013, 2014 and ongoing 2015 until bid submission deadline) (Value of each Consultancy Project at least US$300,000).

6.   A complete set of  bidding documentation in English language may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of  200 Georgian Lari or equivalent in USD.   1. The Bids should be delivered at the address below not later than November 06, 2015, 17:00 Hours local time. Electronic versions of the bids are not acceptable. Late bids will not be accepted. The bids will be opened in the presence of the bidders' representatives who choose to attend public bid opening on November 06, 2015, 17:00 Hours local time.
  2.  All bids should be submitted together with the Bid Securities for the amount of 600,000 GEL or equivalent in a freely convertible currency. The bid security shall be valid for twenty-eight (28) days beyond the original validity period of the bid.
