1. Georgia has received a credit and a loan from the International Bank for Reconstruction and Development and International Development Association towards the cost of the Second Secondary and Local Road Project (SLRP II), and it intends to apply part of the proceeds of this loan and credit to payments under the Contract for SLRPII/G/ICB-02.
2. The project implementing agency, the Roads Department of the Ministry of Regional Development and Infrastructure of Georgia now invites eligible bidders to submit their bids in sealed envelopes for supply of Road Management System Equipment. The Bids are invited for one or both Lots as specified below.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders as defined in the Procurement Guidelines. Interested Bidders should study paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Mr. Vakhtang Razmadze, Head of Foreign Projects Unit of Roads Department of Georgia, email: info@georoad.ge, and inspect the Bidding Documents at the address below during 10:00 A.M till 17:00 P.M.
5. Qualifications requirements include:
LOT-I - Road Management System Equipment (Roughness, Geometry and Video Logging System):
- The bidder shall have a minimum turnover of 150,000 US Dollars or equivalent in each of the past three years;
- The Bidder shall demonstrate that it has completed supplies under one or more contracts for supply of similar type of goods. Submission of respective documents confirming successful delivery of goods to the Purchaser is mandatory.
- If Bidder is not manufacture the Bidder shall be duly authorized by the goods' manufacturer or producer to supply the goods in the Purchaser's country. Submission of Manufacture’s Authorization Letter from goods’ producer is mandatory.
LOT-II - Road Management System Equipment (Traffic counters and skid resistance measurement equipment):
- The bidder shall have a minimum turnover of 70,000 US Dollars or equivalent in each of the past three years;
- The Bidder shall demonstrate that it has completed supplies under one or more contracts for supply of similar type of goods. Submission of respective documents confirming successful delivery of goods to the Purchaser is mandatory.
- If Bidder is not manufacture the Bidder shall be duly authorized by the goods' manufacturer or producer to supply the goods in the Purchaser's country. Submission of Manufacture’s Authorization Letter from goods’ producer is mandatory.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 200 Georgian Lari or equivalent in USD. 7. Bids must be delivered to the address below at or before September 8, 2014, 17:00 Hours local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at September 8, 17:00 Hours local time.
8. All bids must be accompanied by a Bid Security as follows:
Lot I: 1,500 (One Thousand Five Hundred) United States Dollars or equivalent in a freely convertible currency;
Lot II: 1,200 (One Thousand Two Hundred) United States Dollars or equivalent in a freely convertible currency.
In case of bidding for both lots, one Bid Security for the combined amount, as required, shall be submitted. The Bid Security shall remain valid for a period of 28 days beyond the validity period of the bids (i.e., 90 days + 28 days = 118 days).
