 SMALL SCALE ROAD SAFETY IMPROVEMENTS IN KAKHETI REGION (STAGE II)

1. Georgia has received financing from the World Bank towards the cost of the Kakheti Regional Roads Improvement Project and intends to apply part of the proceeds to eligible payments for Implementation of small-scale road safety works to improve the Gurjaani-Bakurtsikhe km65-km73 section of Akhmeta-Telavi-Bakurtsikhe secondary road.

1. The project implementing agency, the Roads Department of the Ministry of Regional Development and Infrastructure of Georgia now invites eligible bidders to submit their bids in sealed envelopes for the above-mentioned assignment. Implementation period for execution of construction works is 8 months.

1. Procurement of works will be conducted through the procedures of National Competitive Bidding as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January, 2011)  and is open to all eligible bidders as defined in the guidelines.

1. Interested eligible bidders who wish to receive any additional information and inspect the bidding documentation should contact Mr. Irakli Litanishvili, Vice-Chairman of Roads Department of Georgia at the address below during 10:00 A.M till 17:00 P.M.

   5. Bidders shall meet the following minimum qualifying criteria to qualify for award of the      contract:

1. Average annual construction turnover of at least  3,300,000 GEL  (Three Million Three Hundred Thousand Georgian Laris)  or equivalent  over the last 3 (three) years;
2. Participation as contractor, management contractor, or subcontractor, in at least 1             contract within the last 5 years, each with a value of at least 1,800,000 GEL  (one million eight hundred thousand Georgian Laris) or equivalent that have been successfully and substantially completed and that are similar to the proposed Works;
3. At least 1 (one) contract for roads construction/reconstruction/rehabilitation, that includes road safety measures (barriers, road signs. etc.) performed during the last 3 (three) years;
4. The evidence that the bidder is not involved in any litigation with regard to its       bankruptcy, reorganization or liquidation;
5. Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than 600,000 GEL (Six Hundred Thousand Georgian Laris) or equivalent.
6. Additional qualification criteria are applicable as indicated in the Bidding Document:     Section III – Evaluation and qualification criteria, item 1.6.

6.      A complete set of  bidding documentation in English language may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Georgian Lari. If requested, the documents will be sent by courier service at the applicant’s expense.

7.        The Bids should be delivered at the address below not later than March 10,  2014, 17:00 Hours local time. Electronic versions of the bids are not acceptable. Late bids will not be accepted. The bids will be opened in the presence of the bidders' representatives who choose to attend bid opening on, March 10,  2014, 17:00 Hours local time.

8.    All bids should be submitted together with the Bid Security Declaration.  Bid Security Declaration shall be valid for 28 days beyond the validity of the Bid (i.e., 90 days+28 days = 118 days).  For bids submitted by a JV bidder shall carefully read ITB 19.8 as failure to comply with this ITB may be grounds for bid rejection.
