Georgia has received financing from the World Bank towards the cost of the Third East West Highway Improvement Project Additional Financing and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consultancy companies (Consultants) to express their interest in providing the following services: “Awareness and education road safety campaigns on E-60 Tbilisi-Poti Corridor and in Settlements along this highway Corridor”. 

Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. Expressions of interest should cover, but not limited to: Experience relevant to the project activities, key staff resources and qualification, corporate profile. They shall include brief CVs of the personnel, who are proposed for the assignment to confirm they have relevant qualification and experience.

The estimated duration of assignment is 6 months.

Required Qualification of the Consultant:

  • At least 3 years’ experience in public relations, i.e. planning and carrying out necessary social and marketing surveys to achieve the goals and objectives of the Client (Advantage will be given to experience in carrying out road safety activities e.g. structural safety of vehicles; education/public awareness on drink driving, speeding and seat-belts; education/public awareness with adults and children, etc.),
  • Experience in selection of focus groups identified based on relevant study and working with them, preparation and management of education/public awareness and/or public consultations        in Georgia;
  • Experience of working (cooperation) with various means of media, e.g., TV, radio, billboards, newspapers, internet in Georgia.
  • Experience in development of awareness and communication materials for the focus groups and local communities in Georgia, in development-dissemination of PR literature such as flyers, leaflets, etc. Also, experience in preparation of image-making and informative articles.
  • Considering the specificity of activities in Georgia, experience in studying topical problems of community and organization of meetings to have a dialogue between the Client and community, aimed at discussion and finding a solution to these problems.

Note: The Road Department reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may form an association (Please take into account that  form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association ) to enhance their qualifications.  The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages. 

A consultant will be selected in accordance with the “Consultant’s Qualification Selection” procedures set out in World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011, revised July 2014 (“Consultant Guidelines”).
