Assignment Title: Update of Feasibility Studies for E-60 Highway Section from Zemo Osiauri to Argveta (75km) and Undertaking Preliminary Engineering Design for E-60 Highway Section from Chumateleti to Argveta (60 km, including 20 tunnels (9500 m) and 43 bridges (4460 m).

Georgia has received a financing from the World Bank toward the costs of the Forth East-West Highway Improvement Project and intends to apply part of the proceeds for consulting services.    The consulting services (“the Services”) include Update of Feasibility Studies for E-60 Highway Section from Zemo Osiauri to Argveta and Undertaking Preliminary Engineering Design for E-60 Highway Section from Chumateleti to Argveta. This is a very complex assignment along a very difficult terrain from a geological and geotechnical point of view which will require high level of expertise in similar conditions and innovation.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. Expression of interest should cover, but not limited to: Experience relevant to the project requirements, key staff resources and qualification, corporate profile. They shall include brief CVs of the personnel, who are proposed for the assignment to confirm they have relevant qualification and experience. CV's of international experts committing to cooperate with the Consultants for the requirements of this assignment may also be included in the expression of interest.

Shortlisting criteria are: (a) General experience, (b) Similar Experience. 

The Consultants shall provide in particular detailed information on similar assignments carried out on: i) mountainous highway engineering as related to the design of tunnels and tunnel portals in difficult geological conditions with varying geology and water regimes, with various construction techniques, bridges of various types with varying conditions of foundations including spread foundations, piles, and socket foundations and foundations in landslide areas; ii) design of high cut slopes in varying geology and with various retaining and protection measures; iii) design of high embankments with alternative methods including reinforced embankments with inclined and vertical side slopes. Consultants should clearly present their experience in highway design in landslide areas, including supervision and interpretation of geotechnical investigations and monitoring instruments (piezometers, inclinometers) as well as design for landslide stabilisation with various techniques (retaining, drainage and reinforcement methods). The experience of the Consultants related to the various design aspects described above in high seismicity areas is an important aspect of the project requirements and should be clearly demonstrated in their proposals.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Please note that a form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages. 

A Consultant will be selected in accordance with “Consultant Guidelines” -  Guidelines: Selection and Employment of Consultants  under IBRD Loans and IDA Credits & Grants by World Bank Borrowers , January 2011 .
