Roads Department of the Ministry of Regional Development and Infrustructure of Georgia, as the Asian Development Bank Transport Projects' Implementation Agency in Georgia is soliciting applications for the position of Procurement Specialist.
Duties/responsibilities:
** Carries out procurement activities for assigned portfolio of projects, to include reviewing and handling technical, commercial and legal aspects of procurement at all stages of the project cycle, as well as analysis of systemic and other procurement issues, procurement planning, implementation, management and monitoring of the project.
** Conducts mandatory reviews of procurement documents and of the procurement aspects of the ADB’s documents, including procurement plans, procurement schedules, legal agreements, and contracts for goods, civil works and services and providing guidance on complex procurement matters.
** Obtains "No Objections" and other approvals from the Bank, as appropriate;
** Ensures timely publication of procurement notices and advertisements;
** Ensures preparation of technical specifications or management of consultants contracted to prepare technical specifications;
** Participates in bid evaluation, contract/amendment preparation and contract dispute resolution;
