1. The initial bidding which was published 05 January 2011 failed. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on 08 November 2006.
2. Georgia has received a loan from the International Bank for Reconstruction and Development toward the cost of the First East West Highway Improvement Project– Additional Financing and it intends to apply part of the proceeds of this loan to payments to payments under the agreement resulting from this IFB: FEWHIP AF/SI/ICB-01
3. Roads Department of the Ministry of Regional Development and Infrastructure of Georgia serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of Road and Bridge Management System including implementation of computer applications for managing, recording and processing highway information, including the procedures, protocols and products for information management, data processing, access, security, data maintenance etc.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of edition of May 2004 revised October 2006 and is open to all Bidders eligible as defined in these Guidelines,5 that meet the following minimum qualification criteria: The Supplier shall indicate in his proposal
