    Upgrading and Construction of Sveneti-Rikoti Section of the
    E-60 Highway


    1. INTRODUCTION

    This updated Resettlement Policy Framework (RPF) has been prepared by the Road Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) for the Third East – West Highway Improvement project - additional financing (“the Project”). The updates reflect a number of changes made to the original RPF in view of the revisions introduced in the project at the detailed design stage, as well as recent changes of Georgian legislation. The original version of this Resettlement Policy Framework (RPF) has been prepared in April 2009 to set out policies and procedures to mitigate impacts expected to occur as a result of the implementation of the Third East – West Highway Improvement project - additional financing (“the Project”). The Project included construction of Sveneti – Rikoti section of the East – West Highway.

    Currently upgrading of the Sveneti – Ruisi section is underway. The detailed design is being prepared for the Ruisi – Rikoti section. The updated RPF is viewed as a guiding document to manage resettlement process related to construction/upgrading of the Ruisi-Rikoti Section of the East-West Highway.

    The Government of Georgia (GOG) has received a loan (USD 500 million) from the Asian Development Bank (ADB) through a Multitranche Financing Facility (MFF) for implementing the Road Corridors Development Program (the Program) to rehabilitate, improve or construct several roads in various regions of Georgia. The program includes the 48.4-km Adjara Bypass around Kobuleti and Batumi (the Road) which will be financed under tranche 1 and 2, of the Program. Tranche 1 has been already approved, together with the approval of the Program while tranche 2 is still under processing.

    Georgia is an important transport corridor connecting Europe and Asia and the development of the transport infrastructure has become a national priority. The Government of Georgia (GoG) requested the World Bank to support modernization of the East-West Transport Corridor. Three projects for the improvement of the E-60 East-West Highway are ongoing with the Bank financing. The Third East West Highway Improvement Project (TEWHIP) covers a section of the Highway between Sveneti and Ruisi. In the course of the TEWHIP implementation GoG requested the World Bank inclusion of additional works into the TEWHIP financing plan.

    1.1 Project rational

     

    The road Vaziani-Gombori-Telavi is a road of internal state importance, which connects The Telavi and Akhmeta regions, partially the Kvareli region and adjacent villages to Tbilsis by the shortest way. The length of the existing road is 65 km. This way is shorter of 57 km than the Tbilisi - Gurjaani – Bakurtsikhe – Telavi alignment, which is used at present as preferable option due to better road conditions. Vaziani-Gombori-Telavi road passes territories of the regions: Gardabani, Sagarejo and Telavi. It starts at 27th km of Tbilisi-Bakurtsikhe-Lagodekhi road, passes the villages Ujarma, Sasadilo, Gombori, Kobidze, Tetriskhlebi and ends in the vicinity of the entrance of Telavi city. The road is used by the villages located along the road Sasadilo-Sioni.
