“Today, a loan agreement was signed providing financial resources for the construction of the Tbilisi Bypass Road. The financing will support the construction of Lots 4 and 5, covering a section of approximately 19 kilometres. This project will significantly strengthen Georgia’s transit role, connect the East–West Corridor, and improve Tbilisi’s transport infrastructure. The bypass road will also serve Tbilisi residents on a daily basis,” Minister of Infrastructure Revaz Sokhadze stated following the signing ceremony.
Under the agreement signed between Georgia and the Asian Development Bank (ADB), USD 250 million will be allocated for the construction of the Tbilisi Bypass Road.
The document was signed by Minister of Finance of Georgia Lasha Khutsishvili and Leslie Bearman Lahm, Country Director of the Asian Development Bank’s Georgia Resident Mission.
The signing ceremony was attended by Chairman of the Roads Department Levan Darakhvelidze, Deputy Chairperson Salome Tsurtsumia, and representatives of the Ministry of Finance and the Asian Development Bank.
The project provides for the construction of an approximately 18.9-kilometre, four-lane motorway with a central median. The financing will support the implementation of two sections: Lot 4, from Tbilisi International Airport to the Lochini interchange, and Lot 5, from Lochini to Rustavi.
The Tbilisi Bypass Road is an important part of the East–West International Highway (E60) and one of the country’s largest road infrastructure projects. Its completion will significantly reduce traffic pressure on the capital, strengthen Georgia’s transit role, and ensure faster and safer connections between the country’s main transport routes.
Lot 4 is approximately 8.7 kilometres long and will connect the Tbilisi Bypass Road with the Lochini interchange. Lot 5 covers a 10.2-kilometre section that will connect the E60 international highway, in the direction of Azerbaijan, with Kakheti Highway. As a result, access to Rustavi, eastern Tbilisi, Tbilisi International Airport, and the new industrial zones will be significantly improved.
According to Revaz Sokhadze, implementation of the project will contribute to increased transit flows, shorter travel times, improved road safety, and greater capacity across the country’s transport corridors.
“The Ministry of Infrastructure continues to implement projects of strategic importance for the country. Construction of the Anaklia road and the new Samtredia–Zugdidi motorway will begin soon. Next year, we will launch construction of the Natakhtari–Zhinvali section, which is particularly important for reducing the current traffic load. A tender is also underway for the connecting road towards Rustavi–Red Bridge and Sadakhlo. Development of the Kakheti route will continue actively. Construction of the Badiauri–Bakurtsikhe section, followed by the Bakurtsikhe–Gurjaani–Telavi section, will begin. We are implementing large-scale infrastructure projects and are confident that the people of Georgia will see tangible benefits from them in the coming years,” Revaz Sokhadze stated.
