Georgia has received financing from the World Bank towards the costs of the Third East West Highway Improvement Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project which will be jointly financed by the Government of Georgia.

The procurement process undertook by the Initial Request for Expression of Interest published on 05 February 2010 in DG Market for the assignment “Preparation of Detailed design, bidding documents and supervision of  construction of Ruisi-Rikoti  section (km 95-km 143)  of the E-60 Highway” has been cancelled. The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consultants to express their interest in providing the following services: “Preparation of detailed design and bidding documents, for construction of the  Ruisi-Rikoti  section (km 95-km 143)  of the E-60 Highway”. The consultant will be tasked to prepare the detailed design for upgrading the existing two-lane highway to four-lane motorway standard, including bypasses of urban areas on new alignments.

Interested companies shall provide information demonstrating that they have the necessary design experience to perform the aforesaid services. Expression of interest should cover, but not limited to: Experience relevant to the project activities, key staff resources and qualification, corporate profile.
They shall include brief CVs of the personnel, who are proposed for the assignment to confirm they have relevant qualification and experience. Consultants may form an association (Please take into account that  form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association ) to enhance their qualifications. 
Expression of Interest should not be more than 20 pages. Company brochure may be included as an Annex, and will not be affected by the limit of 20 pages.

On the basis of the EOI a short-list will be established and consultants will be requested to submit technical and financial proposals.


A consultant will be selected in accordance with the procedures set out in “Quality and Cost-based Selection” section II of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition, revised October 2006).


Interested consultants may obtain further information  at the address below during office hours 10:00 to 17:00 hours. Expressions of Interest electronically or in printed materials must be delivered to the address below not later than 20 August  2010, 17:00 hours.
