Georgia has received financing from the World Bank towards the costs of the Third East-West Highway Improvement Project (TEWHIP) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project which will be jointly financed by the Government of Georgia.
The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consultants to express their interest in providing the following services: " Preparation of a Framework for the Design and Implementation of Concessions (Contracts) for Performance-Based Road Maintenance", which will cover the legal, institutional, and technical basis for the introduction and implementation of Performance-based Contracts, including draft contracts, technical specifications, bid documents and road maintenance arrangements. Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. They shall include brief CVs of the personnel, who are proposed for the assignment to confirm they have relevant qualification and experience. Expression of interest should cover, but not limited to: Experience relevant to the project activities, key staff resources and qualification, corporate profile. Consultants may form an association to enhance their qualifications. ( Please take into account that the form of association acceptable for the World Bank is either sub-consultancy or a joint venture. The submission must clearly indicate the nature of the association.)
It is anticipated that the project will start in August 2010 and be completed by August 2011.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition), using "Quality and Cost-Based Selection" method.
