Selection of an Individual Consultant to provide Advisory Services to the Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) on Preparation of a new Road and Traffic Safety Law
Georgia has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of the First East-West Highway Improvement Project Additional Financing (Loan No.:7804-GE) and intends to apply part of the proceeds to eligible payments for the services of an individual consultant for Preparation of a new Road and Traffic Safety Law. The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible individual consultants to express their interest in providing the above-mentioned services. Interested individuals must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in law preparation regarding the transport sector and traffic safety). The Consultant should study, assess and provide detailed revision of the existing legal acts related to road sector of Georgia based on international practices. The International Consultant, with the assistance of Local Consultant should propose recommendations for the legislation which is consistent with international best practice, while being tailored to the Georgian legislation. An individual consultant will be selected in accordance with the procedures set out in Section V: “Selection of Individual Consultants” of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition, revised October 2006). Schedule of Consultancy Services: Contract start March 2010 - Contract finish: December 2010. Qualifications: The assignment is expected to be carried out by an individual consultant with sound and significant knowledge of road and traffic safety laws of EU and other developed countries and relevant previous experiences in the subject matter.
