INVITATION FOR BIDS Geogria Fourth East-West Highway Improvement Project (P130413) Bid Invitation No: EWHIP-4/CW/ICB-01 CONSTRUCTION WORKS FOR UPGRADING OF RUISI-RIKOTI SECTION OF E-60 HIGHWAY (km95-km143) SECTION II: AGARA–ZEMO OSIAURI (KM19– KM31) 1. Georgia has applied for a credit from the World Bank toward the cost Fourth East-West Highway Improvement Project and intends to apply part of the proceeds to eligible payments for Upgrading of Agara- Zemo Osiauri Section of E-60 Highway (km114-km126). 2.The project implementing agency, the Roads Department of the Ministry of Regional Development and Infrastructure of Georgia now invites eligible bidders to submit their bids in sealed envelopes for execution of preliminary and soil works and upgrading of pavement, structures, junctions, intersections and road facilities. Implementation period for execution of construction works is 27 months. 3.Procurement of works will be conducted through the procedures of International Competitive Bidding as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January, 2011) and is open to all eligible bidders, as defined in the guidelines. 4.Interested eligible bidders who wish to receive any additional information and inspect the bidding documentation should contact Roads Department of Georgia at the address below during 10:00 A.M till 17:00 P.M. 5.Bidders shall meet the following minimum qualifying criteria to qualify for award of the contract: a. Minimum average annual construction turnover of US$46,000,000 (forty six million US Dollars), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years; b.the evidence that the bidder is not involved in any litigation with regard to its bankruptcy, reorganization or liquidation; c.The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: capacity to have a cash flow amount of US$ 5,800,000 (five million eight hundred thousand US Dollars) equivalent, and (ii) the overall cash flow requirements for this contract and its current commitments;
d. Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last five (5) years , each with a value of at least USD 42,000,000, or one contract of at least USD 84,000,000 that have been successfully and substantially completed and that are similar to the proposed Works; 6.A complete set of bidding documentation in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Georgian Lari or equivalent in USD.
