Road Safety Audit Guidelines

East-West Highway Improvement 2 (EWHW-2)

 


Georgia has applied for a credit No: 4373-GE from the World Bank for improvement of E-60 Highway Igoeti-Sveneti section. Certain parts of this credit will be applied to:

1. Train the RDMRDI and other Georgian professionals in the application of road safety principles to improve their capability to monitor and improve road safety and traffic operations.
2. To develop road safety audit guides for: (i) Safety Audits of Existing Roads; (ii) Safety Audits for New Road Designs; (iii) Traffic Control at Road Works and Temporary Diversions
3. Improve road safety along the East West corridor through pilot application of road safety audits using the guides developed under 2.
4. Audit the existing traffic signs and markings in place on main roads and prepare a schedule of recommended new signs and markings, based on the international (or new Georgian) standard.

Roads Department of the Ministry of Regional Development & Infrastructure (RDMRDI) of Georgia (project implementing agency) invites consulting companies to express their interest in providing the above-mentioned services. Interested companies shall provide information demonstrating that they are experienced enough to perform the services with details of their most relevant projects, as well as CVs of the personnel, who will supposedly carry out the work. Expression of Interest should not be more than 10 pages. Information should be presented in printed materials. Consultants may form a sub-consultancy to enhance their qualifications. Company brochure may be included as an Annex, and will not be affected by the limit of 10 pages. Expression of interest should cover, but not limited to: Experience relevant to the project activities, key staff resources a qualification, corporate profile.

On the basis of the EOI a short-list will be established and consultants will be requested to submit technical and financial proposals. It is anticipated that the project will start in October 2009, and must be completed by early 2011.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition), using “Quality and Cost-based Selection” method.

Interested consultants may obtain further information from Monday to Friday at the address below during office hours from 10:00AM to 5:00PM. Expressions of Interest must be delivered to the address below not later than 26 June 2009 at 17:00 Hours local time.
