SPECIFIC PROCUREMENT NOTICE


1.    Roads Department under Ministry of Regional Development and Infrastructure of Georgia (Al. Kazbegi avenue #12, Tbilisi) announces Bidding split into two lots for the procurement of 10.000 tons of liquid oil bitumen for road
- Lot 1:  West Georgia         3.000 tons
- Lot 2:  East Georgia          7.000 tons
And invites all the interested legal or/and physical entities for participation.
 
2.    Delivery period of bitumen – during 2009, according to the employee’s request.

Delivery of goods (liquid oil bitumen for road) stipulates the following:
Storage (creation of reserve) of goods to be delivered with the quantities agreed between parties, delivery and discharge to the place indicated by the employee.
Detailed information about goods delivery is given in Bidding Documentation.
3.    Interested legal or/and physical entities may purchase  Bidding Documentation (in Georgian language) upon payment a tender fee in the amount of 200 (two hundred) GEL on the following requisites:

    Budget income treasury code: 302007800
    Tender fee for the Roads Department for delivery of liquid oil bitumen for road

Before payment of tender fee, all interested legal or/and physical entities may obtain full information about the services to be performed at Roads Administration and State Procurement Departments of the Roads Department. Tender documentation may be familiarized and obtained from 29 March 2009 till 16 April 2009 (during working days and hours) on the following address:

Floor 5, State Procurement Department.

4.    Interested Bidders should submit (in Georgian language) the qualification data and initial Bids
from 22 April 2009  (from 1100 to 1800) till 23 April 2009 (from 1000 to 1200) (during working days and hours) to the following address: Roads Department under Ministry of Regional Development and Infrastructure of Georgia, General Division, ground floor


In compliance with the “Georgian Law on State Procurement” and under statute requirements of the State Procurement rules, late initial bids and qualification requirements will not be considered by Tender Commission of the Department and will be returned unopened.

Proposals will be admitted only from the entities having legal status.

5.    Qualification information should contain following certificates and information:

5.1.1.    For legal entities:

a)    Report from the Entrepreneurs Register.
b)    Power of attorney of signature, in case the person in charge is not authorized to sign.
c)    Statement of the taxation office about indebtedness.

5.1.2.    For individuals:

     a) Statement of Authorized, Medical Institution as an evidence that individual is not under partial or total disability.
b)    Statement of the taxation office about indebtedness.

Interested legal and physical entities from foreign countries should submit certificates from the corresponding institutions active in their countries.

5.1.3. For both, legal and physical entities:

c) Statement concerning the experience in services of delivering similar type of goods performed    by the bidder during the last 3 (three) years (3 years uninterrupted experience is not obligatory)

6.    Director of the legal or/and physical entity confirms correctness of submitted qualification data and initial bid by his signature and seal.

7.    The certificates and information submitted by the bidder shall be checked individually upon decision of Tender Commission of Department

8.    All requested statements and information expect Bank guarantee for Bid Security in the amount of 1% of the bid are subject to clarification during the evaluation of bid proposal.

9.    Bidder shall not be able to participate in the qualification proceedings if it fails to submit all the certificates and information referred in Articles 5, or if any of information appears to be false.

10.    Submitted bids should include documents referred in item 9.1 of article 9 of the bidding documentation (instruction for bidders) and basic information.

11.    Bidders shall be required to provide the Bid Security in the form of bank guarantee issued by the banking institution or insurance company licensed in Georgia. The amount of bank guarantee shall not be less than 1% of the bid. (Bank guarantee for Bid Security should be valid within 90 days following the date of bids opening).

12.    Bids selection (which one will be allowed for evaluation and which not) will be conducted in accordance with items 5 and 6 of article 15 of the “statute requirements of State Procurement rules”.
13.    The successful legal or/and physical entities shall be required to provide the Performance Security in the form of bank guarantee before signing the contract. The amount of Security shall be determined as 5 % of the total Contract price.
