Capacity Building for Road Data Unit
Consulting Service
The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) seeks to employ the services of a qualified consultant under the World Bank financed Secondary and Local Roads Project (3938-GE).
Objective
The objective of this consulting assignment is to support the establishment of a fully functional road data unit (RDU) for road investment and maintenance and strengthen RDMRDI’s capacity to develop multi-year investment and maintenance programs based on the HDM4.
The consultant will work with the Road Department Road Data Unit team to strengthen, update and extend the existing data base on a sustainable basis and to undertake systematic program level analysis of the road network to indicate priorities for expenditures based on economic analysis. He/She’ll be responsible for the implementation and development of Geographic Information System (GIS), Road Development and Management System (HDM4) and the integration of different data types into the GIS system. The term of the assignment is two years.
Required Qualifications and Experience
• Bachelor’s or masters degree in Information Technology with at least 5 years of professional experience ;
• Experience in HDM4 2.0 (Highway Development Management Model) is required.
• Experience in working with GIS (Geographic Information System) is required.
• Experience in economic evaluation of road projects.
• Experience in working with GPS equipped devices as well as software development capability on above platform;
• Sound English language capability (written and spoken), with emphasis on report writing and presentation skills in English and Georgian languages;
• Excellent knowledge of IT trends in software, hardware and communications;
• Experience in processing management information systems, by using database;
• Knowledge of advanced programming languages;
• Experience in database platforms;
• Experience in data modeling and data flow analysis of information systems.
