1. Introduction
1.1 Background
This Resettlement Action Plan (RAP) has been prepared in accordance with laws and regulations on the Government of Georgia, World Bank Operational Policy 4.12 and policies and procedures set forth under the Resettlement Policy Framework (RPF) prepared for the Third East West Highway Improvement Project (the “Project”). It discusses the scope and scale of the expected impact due to the implementation of the Project, the package of compensation and rehabilitation provisions, implementation procedures, grievance redress mechanisms and cost estimates of all activities to mitigate impacts due to the construction of the Sveneti – Ruisi (km 80 – km 95) road on a new alignment.

1. INTRODUCTION
1.1. PROJECT BACKGROUND
Georgia's geographical location positions the country at the center of East-West (the Black and Caspian Seas) and North-South (between Russia and Turkey) transits. Trade with neighboring countries is also an important feature of Georgia’s economy. Transit activities generate a direct turnover estimated more than US$2 billion. The Government of Georgia (which assumed office after the Rose Revolution in 2002) made it a key priority to rehabilitate transport, energy and rural infrastructure, which had deteriorated significantly since 1990. Recognizing the importance of infrastructure to sustainable economic development of the country over the course of the last two years, the Government managed to substantially increase investments in these areas.

1.1. LEGISLATION AND ADMINISTRATIVE STRUCTURE
Ministry of Environment Protection and Natural Resources (MoE). MoE has the overall responsibility for protection of environment in Georgia. The Service of Licenses and Permits of MoE is responsible for reviewing EIAs and for issuance of the Environmental Permits. The MoE Inspectorate is responsible for compliance monitoring, including monitoring of construction activities and auditing of all kind of entities. Regional services of MoE are involved during agreement on Terms of Reference on architectural design of a project and in commissioning of completed facilities. Ministry of Environmental Protection and Natural Resources of Georgia (MoE) is the main state body pursuing state policy in the sphere of environment. Their functions for regulating economic or development activities with regard to environmental protection include:

ENVIRONMENTAL IMPACT ASSESSMENT
EXECUTIVE SUMMARY
Introduction
Due to its geographical position Georgia has gained the status of an important transport corridor connecting Europe and Asia and the development of the transport infrastructure has become a national priority. The Government of Georgia requested the World Bank to support modernization of the East-West Transport Corridor. Two projects for the improvement of the E-60 East-West Highway are ongoing with the Bank financing and the Third East-West Highway Improvement project is now under preparation. It will cover a section of the Highway between Sveneti to Ruisi. Future Investments will consist of Ruisi to Rikoti, as well as Rikoti tunnel. A Regional Environmental Assessment (REA) and an Environmental Management Framework (EMF) are being developed to cover the entire corridor Sveneti-Ruisi-Rikoti Tunnel. An Environmental Impact Assessment (EIA) has been carried out for Sveneti-Ruisi section of the Highway, including an Environmental Management Plan (EMP). The objective of the EIA for Sveneti-Ruisi section was to identify expected environmental impacts and risks of the proposed works, recommend measures for their mitigation, and develop a plan for monitoring environmental compliance during construction and operation of the section of E-60.
