Assignment Title: Supervision of Construction Works for Tbilisi – Sartichala (Lot 1) and Sartichala – Sagarejo (Lot 2) sections of Tbilisi – Bakurtsikhe – Lagodekhi International Road

Contract/RFP No: GOG/CS/QCBS-01

  1. The Government of Georgia has allocated the funds from the State Budget to finance the construction of new sections from Tbilisi to Sartichala (Lot 1) being approximately 18.2 km long and Sartichala to Sagarejo (Lot 2) being approximately 16.8 km long.
  2. The project roads are based in the Kakheti region, one of the main historical, economic and cultural regions of Georgia. These sections of the Tbilisi-Bakurtsike-Lagodekhi (Border of Azerbaijan) international road connects Tbilisi to Kakheti region and are part of the main transit corridor to the north-west region of Azerbaijan. The project road sections run through the densely populated areas and crosses Vaziani, Sartichala, Patardzeuli, Tskarostavi, Ninotsminda, Giorgitsminda, Tokhliauri and Sagarejo settlements. The project is for construction of 2 lanes per direction, separated by the New Jersey Barriers for the entire stretch of the road. The road is 4 x 3.75m width with hard shoulder of 2.5m wide. The road width from shoulder to shoulder is 30.5 m. The road configuration is constructed with the cement-concrete pavement. The design speed is 120km/ph. In total, Lot 1 and 2 have 4 interchanges and 41 bridges (including 4 single track railway bridges, 13 motorway bridges, 3 motorway overpass bridges and 2 bridges on local roads), 155 box structures of various opening sizes for hydraulic and underpass purposes.
  3. The consulting services (“the Services”) include “Supervision of Construction Works for Tbilisi – Sartichala (Lot 1) and Sartichala – Sagarejo (Lot 2) sections of Tbilisi – Bakurtsikhe – Lagodekhi International Road”.
  4. The primary objectives of the consulting services (“the Services”) are as follows: (i) to review the detailed designs (ii) to function as the Engineer in administering the civil works contracts and execution of all rights and responsibilities of the Engineer in accordance with the Conditions of the Contract (FIDIC Red Book Second edition 2017), (iii) comprehensive supervision of project implementation activities carried out by the contractors to ensure the compliance with the drawings, technical specifications and various stipulations contained in the contract documents, with high standards of quality assurance in supervision and in the execution of works; (iv) advice the Employer on all matters concerning the contracts management and support the Employer to have the works completed within the stipulated time for completion and cost to the extent possible.
  5. The Consultant is expected to provide approximately 594 person-months of consulting services: 474 of Key Experts and 120 Non-Key Experts. The Services will be provided over a period of 56 months (including 2 months for Design Review, 30 months of construction supervision and 24 months of DNP), commencing tentatively in Q2 2021.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are:

General experience

Similar experience

At least 2 projects, each of a minimum value of USD 4 800 000 equivalent, related to the supervision of highway/motorway/expressway construction works, (supervision of rehabilitation projects shall not be considered) executed under either FIDIC RED Book or FIDIC MDB Harmonized version conditions of contract, successfully carried out from 01.01.2013 up to the deadline for the receipt of EOIs indicated under item 12 below.

The submitted references should be either fully completed (the final payments done) or the taking-over certificates issued.

 

In case of Joint Venture:

-       single entity: must meet requirement;

-       all partners combined: must meet requirement*,

-       each partner: must meet at least 25 % of the requirement (at least 1 similar project, with a minimum value of 25 % of USD 4 800 000 (i.e. USD 1 200 000) equivalent);

-       one partner: N/A

 

* In the case of JV, the value of contracts completed by its members shall not be aggregated to determine whether the requirement of the minimum value of similar projects has been met. Instead, each contract performed by each member contributing to meeting the requirement shall satisfy the minimum value of a similar project as required for single entity.

Key Experts will not be evaluated at the shortlisting stage. The Roads Department reserves it's right to verify submitted references and use obtained information for evaluation purposes.

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Employer under the contract.

9. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. Experience in the projects relevant to the assignment should be submitted in the form uploaded together with the Terms of Reference.

10. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
