INTERNATIONAL INVITATION FOR PRE-QUALIFICAQTION

Georgia East West Highway – A/B

GEORGIA

Georgia (hereafter referred to as “the Borrower”) has received a loan from the European Investment Bank - EIB (hereafter referred to as “the Bank”) - towards the cost of the Georgia East West Highway – A/B Project. This International Invitation for Prequalification relates to the contract for Construction of Samtredia-Grigoleti Road Section Km 30+000 – Km 42+000 of E-60 Highway (Lot III)

This contract will include the new construction of four-lane Samtredia -Grigoleti Highway with the total length of 12 km. The Highway is designed and shall be constructed in accordance with the Georgian standard and TEM standard.    

This Contract is expected to be implemented from August 2020 to August 2022.

The basic criteria to be used in tender evaluation, are in decreasing order of importance:

1)      Financial Requirements:

a)      Requirement - Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements approved by certified accountant and acceptable to the Employer, for the last three (3) years to demonstrate the current soundness of the Applicant ’s financial position and its prospective long term profitability. Compliance Requirements - Single Entity must meet requirement and in case of JV Each Partner must meet requirement.

b)      Requirement - Minimum average annual construction turnover of EUR 63 million (Sixty three Million EUR) calculated as total certified payments received for contracts in progress or completed within the last 3 (three) years: 2016, 2017, 2018 divided by three (3) years.  Compliance Requirements - Single Entity must meet requirement and in case of JV, All Partners Combined must meet requirement; Each Partner must meet 25% and One Partner must meet 40%.

2)      Construction Experience:

a)      Requirement -  Participation in less than or equal to two contracts with total value of EUR 50,400,000.00 that have been successfully  or substantially completed within the last 5 (five)  years starting from 1st January 2014  and that are similar to the proposed works.  The similarity of the Applicant’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements.

Compliance Requirements - Single Entity must meet requirement (in case of multiple contracts, one contract shall be of at least EUR 35,000,000.00.) and in case of JV:

All Partners must meet requirement, Each  Partner must meet requirement - One contract of at least EUR 15,200,000.00 and One Partner must meet requirement- One contract of at least EUR 35,000,000.00

3)      Construction Experience in Key Activities:

a)      Requirement - For the above or other contracts executed during the period stipulated in Construction Experience, a minimum construction experience in the following key activities: 

Earthwork - 800 000 m3 in any one consecutive years of the last 5 (five years);

Construction of new road with asphalt concrete pavement - 90 000 m2 in any one year of the last 5 (five years);

Construction of new bridge - 3 100 m2 of transport (road and/or railway) bridge deck in any one consecutive years within the period of the last 5 (five) years

Compliance Requirements - Single Entity must meet requirement and in case of JV, All Partners Combined must meet.

Payment Designation: Prequalification fee for the Roads Department for the Construction of Samtredia-Grigoleti Lot III bearing the name of the project. On request, against a faxed copy of the evidence of the remittance, the Pre-Qualification Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for the delivery in such a case.

All Applications must be delivered in closed envelopes bearing the mention Application for the Construction of Samtredia-Grigoleti Lot III not later than 18  February, 2020 17:00 local time at the following address 12, Al.
