Rehabilitation and Maintenance of Roads in Guria Region under Output- and Performance-based Roads Contract (OPBRC)

 

1.Georgia has received financing from the World Bank toward the cost of the Secondary Road Asset Management Project (SRAMP), and intends to apply part of the proceeds toward payments under the contract for Rehabilitation and Maintenance of Roads in Guria Region under Output- and Performance-based Roads Contract (OPBRC). The Government of Georgia has also been applied for jointly co-financing this contract.

2.      The project implementing agency, the Roads Department of the Ministry of Regional Development and Infrastructure of Georgia now invites sealed Bids from eligible Bidders for the works and services on various road sections as described below in par. 1.1 of the BDS. 

3.      Bidding will be conducted through international competitive procurement as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January, 2011 revised July 2014 (“Procurement Guidelines”). Requests for clarification should be submitted through the Georgian E- Government Procurement System.

4.   The estimated cost of proposed works is GEL 120,600,321.34 including all taxes, duties and other governmental levies as elaborated under clause ITB - 14.7. However, it is the responsibility of the bidder to submit a bid price, which could be below or above the estimated cost, based on the current market prices and any other factors, which may influence the pricing of the proposed works. Implementation period for execution of works is 5 years.

6.      Bids must be submitted electronically as outlined in ITB 22.1. Late bids will not be accepted. Deadline for electronic bids submission is: as stated in the state E-procurement system. Bid opening will take place electronically using Georgian E-Government Procurement System. The Minutes of the Bid Opening will be uploaded in the E-Procurement System following the bid opening.

7.         Bidders shall meet the following minimum qualifying criteria to qualify for award of the contract:

a.The evidence that the bidder is not involved in any litigation with regard to its bankruptcy, reorganization or liquidation; All pending litigation shall in total not represent more than twenty percent (20 %) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

 b.  Minimum average annual turnover of US$ 13,600,000 (Thirteen Million Six Hundred Thousand U.S. Dollars) or the equivalent in GEL, calculated as total certified payments received for contracts in progress or completed, within the last 5 (2014, 2015, 2016, 2017 and 2018)   years.

 c.Liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: the following cash-flow requirement: USD $ 2,300,000 (Two Million Three Hundred Thousand).

 d. Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 (2014, 2015, 2016, 2017 and 2018) years, and with activity in at least nine (9) months in each year. 

 e.Participation as contractor, management contractor, or subcontractor in at least 1 (one) Road Rehabilitation/Reconstruction /Construction contract within the last 5 (2014, 2015, 2016, 2017 and 2018) years, with a value of at least USD 13,200,000 (Thirteen Million Two Hundred Thousand United States Dollars)

or

Maximum 3 (three) Road Rehabilitation/Reconstruction /Construction contracts within the last 5 (2014, 2015, 2016, 2017 and 2018) years, with combined value of at least USD 13,200,000 (Thirteen Million Two Hundred Thousand United States Dollars) out of which 1 (one) should be at least USD 4,400,000 (For Million Four Hundred Thousand United States Dollars) that have been successfully and substantially  completed and that are similar to the proposed Works and Services.

 f. For the above or other contracts executed during the period stipulated in (e) above, a minimum experience in the following key activities: Asphalt Road Pavement works – 100,000 m2 completed in any 12 months.

 8.    All Bids must be accompanied by a Bid Security of GEL 2,400,000 (Two Million Four Hundred Georgian Lari). In case the Bid Security is submitted in any currency other than Georgian Lari, the exchange rate published by the National Bank of Georgia shall be used (www.nbg.ge). The applicable date for the exchange rate shall be: 28 days prior to the deadline of bid submission. The Original Bid Security shall be delivered within the following timeframe: Only after the bid submission deadline and no later than 48 hours from the bid submission deadline in original form to the following address of the Employer:
