Assignment Title: Capacity gap analysis of the Roads Department Ministry of Regional Development and Infrastructure

Contract/RFP No: EWHIP-4/CS/CQS-10

Georgia has received financing from the World Bank towards the cost of the Fourth East West Highway Improvement Project (EWHIP-4) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed with the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible companies (here and after “Consultants”) to express their interest in providing the following services: “Capacity gap analysis of the Roads Department Ministry of Regional Development and Infrastructure”.

The objective of the Capacity Gap Analysis is to identify areas of the Roads Department’s (RD) operations that need to be enhanced to achieve effective and sustainable road network management and how these enhancements can be realistically achieved. 

The main purpose of the assignment is:

  • to examine the operational environment of the RD, including a detailed review of the department’s Charter, to identify major external constraints to the RD’s operations and to make recommendations for addressing these constraints;
  • to undertake an assessment of the new organization structure of the RD (effective from August 2018) and to identify any weaknesses inherent in transitioning from the current to the new structure, such as functional effectiveness in addressing the RD’s mandate, efficiency of internal communications and lines of reporting, and assigned authorities versus levels of responsibility (with respect to job descriptions for each staff post);
  • to review the appropriateness of technical, financial and administrative management procedures employed in each division, the levels of training and professional expertise of staff to effectively employ these systems, including expertise in computer-based systems where applicable; and
  • to assess the optimum levels of staffing (including permanent staff and staff contracted directly to the RD) vs current and anticipated workloads per division and per unit.

Required Qualification of the Consultant:

Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. Expressions of interest should cover, but not limited to:  (i) Experience relevant to the project activities, (ii) corporate profile, (iii) key staff resources and qualification. Consultants shall include brief CVs of the personnel, who are proposed for the assignment to confirm they have relevant qualification and experience.

Shortlisting criteria

The Consultant will be selected using the following evaluation criteria:

  • Experience in developing institutional capacity assessment programs/plans;
  • Experience in undertaking capacity gap analysis for public agencies using the best international practices and capacity analysis tools  
  • Experience in undertaking capacity gap analysis for Road/Transport/Infrastructure Administrations / Similar Agencies
  • Experience in preparing strategic plans/recommendations for capacity building; 

Similar assigments completed within the last 10 years (assignments completed in and/or after 2009).

At least 50% of the submitted similar referecnes shall be substantiated with reference letters from the Clients

Note: The Road Department reserves its right to verify submitted references and use obtained information for evaluation purposes.

Estimated duration of assignment is 4 months.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.
