Assignment Title: Follow-Up Impact Evaluation Study for Kakheti OPRC Contract

Contract/RFP No: SLRPII/CS/CQS-08

Georgia has received financing from the World Bank towards the cost of the Second Secondary and Local Roads Projects (SLRP II) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible conslting companies (here and after „Consultants”) to express their interest in providing the following services: “Follow-Up Impact Evaluation Study for Kakheti OPRC Contract.”

The goal of the Study is to determine road users’ perception of the comfort/convenience, safety and reliability levels of the roads they use or live along and which have been improved and maintained through the Kakheti OPRC contract.

The objectives of the Study include:

- soliciting views of the different groups of road users on levels of service;

- documenting their views in a comprehensive format suitable for comparison over the time; and

- presenting the findings of the Study to the RD management and general public.

The study will be carried out in two steps: 1. a survey of the perception of road users about the comfort/convenience, safety and reliability levels of the roads they use or live along before the commencement of the OPRC – April 2016; 2. A survey of the perception of the road users after the start of the OPRC contract.

The work of the consultant includes the following components:

  •             Developing a detailed framework, including the road users satisfaction index, strategy and timeline for the Study;
  •             Preparing the surveys for the Study, including testing them and training local surveyors; and
  •             Carrying out the perception survey in the project areas and control areas, based on the developed framework and presenting the report with the findings of the survey.

Interested companies shall provide information demonstrating that they have the necessary experience to perform the previously mentioned services. Expressions of interest should cover, but not limited to: experience relevant to the project activities, company’s general staff capacities, corporate profile.

The shortlisting criteria are:

  • General experience of the Company: 
  • Specific experience -  experience in similar assignments (impact evaluations and/or baseline surveys  and/or follow-up researches) in infrastructure projects within the last 5 years (assignments completed in and/or after 2014). 

Estimated duration of assignment is 80 Days.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.

The Consultant will be selected under Selection Based on Consultant’s Qualification (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).
