1.Georgia has applied for financing from the Asian Development Bank and European Bank for Reconstruction and Development toward the cost of the North South Corridor (Kvesheti-Kobi) Road Project. Part of this financing will be used for payments under the Contract named above

2.The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (“the Employer”) invites sealed bids from eligible Bidders for Construction of the Kvesheti-Kobi Road (Tunnel Section). Construction period is forty-eight (48) months. 

3.Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope bidding procedure. No nationality restrictions apply, other than any restrictions arising from ITB 4.7.

4.Only eligible Bidders with the following key qualifications should participate in this bidding (should a Bidder be a Joint Venture, the way how the below mentioned criteria will be applied is further detailed in the Bidding Documents):

Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than fifty (50) percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

Financial Situation:

• The Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive;
• Minimum average annual construction turnover of USD 130,000,000 (One Hundred Thirty Million United States Dollars) calculated as total certified payments received for contracts in progress or completed within the last three (3) years[1]; and
• Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract of USD 22,000,000 (Twenty-Two Million United States Dollars). 

Construction Experience:

Participation as a contractor, JV partner, or subcontractor, in one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 279,000,000 (Two Hundred Seventy-Nine Million United States Dollars). The similarity of the Bidder’s participation shall be based on:

• The similarity of the Bidder’s participation shall be based on its experience in the construction of highway projects comprising tunnel(s).

Construction experience in the following key activities:

Minimum construction experience in the following key activities:

• Construction of a tunnel in rock using Tunnel Boring Machine (TBM) with continuous length of not less than 6km and minimum diameter of 9 meter. The Contract shall be at least 90% completed within last 10 years.
• Construction of road and/or railway tunnels of any diameters with combined tunnel length of at least 12km. The Contracts shall be at least 90% completed within last 10 years.
• Installation of electromechanical and safety systems for road tunnels with:

(i)            combined length of at least 12 km.

(ii)          transversal ventilation system in a continuous tunnel with minimum 4km length.[2]

The Contracts shall be at least 90% completed within last 10 years.
