Assignment Title: Assistant to Project/Contracts Manager for Secondary and Local Roads Projects

Contract No: SLRPII/CS/ICS-06

The Government of Georgia received a loan from the World Bank to implement Second Secondary and Local Roads Project (SLRP II) which aims to reduce transport costs on project roads and improve sustainability. Roads Department of Georgia (RD) is the implementing agency of this Project and the Client of this assignment.

Now RD intends to select individual consultant (here and after “Consultant”) to assist Project/Contracts Manager, as well the RD in managing the implementation of the World Bank financed projects in all contractual arrangements with Supervision Engineers and Contractors. Such projects are (i) the Second Secondary and Local Roads Project (SLRP-II), (ii) Third Secondary and Local Roads Project (SLRP-III) and (iii) Secondary Road Asset Management Project (SRAMP. Consultant will be responsible for the collecting of information, analyzing and the reporting.

The Terms of Reference (TOR) describe the services that the Consultant is expected to perform, objectives of the assignment along with guiding principles and qualification requirements.

Interested individuals shall provide CV demonstrating that they have the necessary experience to perform the aforesaid services.

Minimum Qualification

  • At least Bachelor’s degree in Civil Engineering, Management, Business Administration, Economics and/or Law;
  • Working Experience in Civil Engineering, Project Management and/or Procurement will be an advantage;
  • Experience in projects financed by international financial institutions (IFIs) will be an advantage;
  • Strong verbal, reading and writing skills in Georgian and English (C1) languages;
  • Proficiency in standard and specialized desktop computer applications, including office programs;
  • Strong communication skills;
  • High integrity, reliability and resourcefulness.

Estimated duration of assignment is 9 months with a possibility of downstream extension, subject to satisfactory performance and availability of financing from another project 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm's consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.
