Georgia has applied for a loan from Japan International Cooperation Agency (JICA) towards the cost of East-West Highway Improvement Project (Phase 2) and intends to apply part of the proceeds to payment for consulting service of supervision of Construction Works for Shorapani – Argveta Section of E-60 Highway, Section F4: LOT F4-A: km 0+000 – km 5+650; LOT F4-B: km 5+650 – km 14+708.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible consultants to express their interest to submit proposals for providing the following services: “SUPERVISION OF CONSTRUCTION WORKS FOR SHORAPANI-ARGVETA SECTION OF E-60 HIGHWAY (F4): Lot F4-A: km 0+000 – 5+650; Lot F4-B: km 5+650 – 14+708”.

Interested companies shall have the necessary experience to perform the aforesaid services: experience relevant to the project activities, key staff resources and qualification.

Estimated duration of assignment is 60 months (36 months for construction + 24 month DLP for Lot F4-A and F4-B).

The new construction of approximately 14.7 km of 2-lane dual carriageway highway including 12 tunnels, 14 bridges.

Nature of contract: Time-based.

The selected consultant is expected to provide the consultancy service for the supervision of the construction works envisaged under the civil works contract - The General Conditions that follow the MDB Harmonized Edition of the Conditions of Contract for Construction prepared and copyrighted by the International Federation of Consulting Engineers (Fédération Internationale des Ingénieurs-Conseils, or FIDIC), FIDIC 2010-All rights reserved.

CONDITIONS OF PARTICIPATION

1.  Eligibility

Selection process is opened to all Consultants that meet the following eligibility criteria:

(i)       The prime contractor or, in the case of a joint venture, the lead partner and other partners regarded as the Japanese partners shall satisfy all of the following conditions:

-        A majority of the subscribed shares shall be held by nationals of Japan or juridical persons incorporated and registered in Japan;

-        A majority of the full-time directors shall be nationals of Japan; and

-        Such firms shall be incorporated and registered in Japan.

(ii)     The partners except Japanese partners of a joint venture, shall satisfy all of the following conditions:

-        A majority of the subscribed shares shall be held by nationals of Japan or Georgia, or juridical persons incorporated and registered in Japan or Georgia;

-        A majority of the full-time directors shall be nationals of Japan or Georgia; and

-        Such firms shall be incorporated and registered in Japan or Georgia.

Number of candidates to be short-listed

On the basis of the applications received, after undertaking the detailed evaluation up to 7 candidates will be invited to submit detailed proposal for this contract.

Selection criteria:

The consultants shall satisfy the following conditions to be listed in the Short List:

(01) The consultants have satisfactory international experience of the consulting services concerned (supervision) in the sector in question (in a narrow sense, Highway Construction).

(02) Experience with Japanese ODA projects is preferable.

(03) General experience in road infrastructure projects;  

(04) Similar experience in supervision of highway construction assignments during last 5 years (assignments completed in or after 2013);

The Consultant will be selected under Quality and Cost-based Selection method set out in the Japan International Cooperation Agency’s (JICA) Guidelines: Guidelines for the Employment of Consultants under Japanese ODA Loans dated April 2012 (“Consultant Guidelines”).
