1.Georgia has applied for financing from the Asian Development Bank and European Bank for Reconstruction and Development toward the cost of the North-South Corridor (Kvesheti-Kobi) Road Project. Part of this financing will be used for payments under the Contract named above.

2.The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (“the Employer”) invites sealed bids from eligible Bidders for Construction of the Kvesheti-Kobi Road (Tunnel Section). Construction period is forty-eight (48) months.  

3.Open competitive bidding will be conducted in accordance with ADB’s Single-Stage One Envelope bidding procedure. No nationality restrictions apply, other than any restrictions arising from ITB 4.7

4.Only eligible Bidders with the following key qualifications should participate in this bidding (should a Bidder be a Joint Venture, the way how the below mentioned criteria will be applied is further detailed in the Bidding Documents):

Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than fifty (50) percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

Financial Situation:

• The Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive;
• Its minimum average annual construction turnover within the last Three (3) years[1] must not be less than USD 130,000,000 (One Hundred Thirty Million United States Dollars) calculated as total certified payments received for contracts in progress or completed; and
• Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract USD 22,000,000 (Twenty-Two Million United States Dollars).

Construction Experience:

Participation as a contractor, JV partner, or subcontractor, in one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 244,000,000.00 The similarity of the Bidder’s participation shall be based on:

1. Construction of highway with tunnel(s).

Construction experience in the following key activities:

Minimum construction experience in the following key activities:

• Construction of a road tunnel in rock using Tunnel Boring Machine (TBM) with a single tube not less than 6km. The Contract shall be at least 80% completed within last 10 years.; and
• Construction of road and/or railway tunnels with at least combined tunnel length of 12km, constructed during last 7 years combined.
