Background on the Roads Department

The Roads Department is the subordinated agency of the Ministry of Regional Development and Infrastructure of Georgia (MRDI) and is responsible for the management and administration of the International and Secondary Road infrastructure under the responsibility of MRDI.

 

Background on the Project 

The EIB has provided funding to the Georgian Government for the new construction and rehabilitation of international and national roads on the Georgian road network. The RD has an overall responsibility for implementation of these Projects. 

 

The RD intends to hire an individual as a Technical Consultant (afterwards “the Consultant”) in order to enhance its engineering capacity and facilitate the efficiency and effectiveness of the relevant construction division as well as the team working on the EIB portfolio within the RD.

 

The estimated duration of the assignment will be 2 year with a possibility of further 2 years extension.

 

The duties and responsibilities of Technical Consultant shall include the following:

. Review the Program of Works for the Projects together with the contractor and Engineer and support the adjustments to RD management and EIB to improve project performance.

. Put in place and manage an appropriate contract management methodology, including internal reporting instruments and document management system. A critical part of the assignment is to assure the implementation and management of robust quality control systems and reporting by contractors and supervision engineer as part of their contractual obligations, and maintain an overall table summarizing compliance of all of them with regard to their reporting and quality control operations.

. Assist in administration of all contracts carried out under the project. This includes (i) reviewing the quality and timeliness of deliverables under each contract; (ii) facilitating resolution of disputes and grievances related to the contracts.

.Carry out day-to-day management of the civil works. This includes communication with contractors and consultants, regular project site visits and verification of the quality of all related studies and activities, review of engineering and technical issues related to the project and provide relevant suggestions to RD, participation in meetings with EIB missions and providing information requested by the missions.

. Ensure remedial measures for improving quality are implemented when required, and monitor the contractors’ approach to rectifying non-compliance.

. Communicate effectively with the contractor’s and consultant’s site management teams, the staff of the RD, European Investment Bank’s team and the wider community, where required.

. Ensure steady progress in accordance with the implementation schedule and agreed performance indicators.

. Support the RD in resolving site disputes, contractor grievances, claims, review and recommend to the RD measures to resolve them.

. Assist the RD in design review process.

. Support and recommend the RD on possible variation orders as well as design changes.

. Ensure that a high ethical standard and transparency is maintained throughout the project implementation.

.Assist the Implementation Consultant in the procurement and contract management

. Draft project correspondence addressed to the contractors, consultants and European Investment Bank.

. Review reports submitted by the Engineer and Consultants, provide analysis and prepare comments in agreement with the Roads Department.

. Assist the Implementation Consultant in preparation of Project Progress Reports.

. Assist the Implementation Consultant in disbursement forecast.

 

NET Estimated Budget, including remuneration and reimbursable: GEL 225,000 (Two Hundred Twenty Five Thousand Georgian Lari)

Eligibility as per the EIB’s Guide to Procurement and relevant local legislation shall be applicable.

 

Interested individuals shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. CVs of the candidates should cover experience relevant to the project activities.

 

The Assignment is expected to be commenced in May 2018 for a duration of 2 years. Subject to satisfactory performance of the candidate and Contracting Authority’s further need, the contract may be extended for another two years.

 

Selection Process:

Individual consultants are selected on the basis of their relevant experience, qualifications, and capability to carry out the assignment. Candidates shall submit a Cover Letter together with the CV for the assessment of the Contracting Authority on the basis of academic background and knowledge of languages (yes/no criteria), general experience  (20%), relevant specific experience (60%), and, additional experience which will be considered as advantage (20%) as stated below. The selection shall be carried out through the comparison of the relevant capacity of at least three candidates among those who have expressed interest. The RD reserves the right to undertake interviews with the candidates that comply with the qualification criteria. RD also reserves the right to verify the submitted references and use obtained information for evaluation purposes. The individuals included in the relevant ranking based on the qualification criteria prescribed below shall be the most experienced and best qualified, and shall be fully capable of carrying out the assignment. The Contracting Authority shall negotiate a contract with the highest ranked individual consultant, including reasonable fees and other expenses. In case the negotiations fail with the highest qualified candidate, the RD shall proceed with inviting the next ranked individual for contract negotiations.

 

Qualification Criteria of the Consultant:

 

Mandatory requirements:

  • Master’s Degree in Civil Engineering or equivalent;
  • Strong command of English and Georgian languages;

 

General Experience: 

  • Minimum 8 years of overall general experience;

 

Specific Experience:

  • Minimum 5 years of experience in highway construction under IFI funded projects;
  • Minimum 5 years of experience in working under FIDIC MDB Harmonized Conditions of Contract;
  • Knowledge of AutoCAD’

 

Advantages:

  • Experience in Claim Management under FIDIC contracts;
  • FIDIC Training/Workshops;
