1 Georgia has received financing from the Asian Development Bank toward the cost of Road Corridor Investment Program - Tranche 3 (Additional Financing). Part of this financing will be used for payments under the Contract named above. Bidding is open to bidders from eligible source countries of the ADB.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Lighting of Kobuleti Bypass Road. This civil works contract includes arrangement of lighting systems for Kobuleti Bypass Road Km 0+000 – 12+400. Construction period is six (6) months.  

2. National competitive bidding will be conducted in accordance with ADB’s Single-Stage One Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.

3. Only eligible Bidders with the following key qualifications should participate in this bidding (All Bidders and Joint Ventures shall meet the following criteria as further detailed in the Bidding Documents):

Pending Litigation and Arbitration: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

Financial Situation:

. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

. Minimum average annual construction turnover for the last three (3) years must not be less than GEL 5,800,000.00 (five million eight hundred thousand Georgian Lari) and the bidder should demonstrate that it has access to financial resources of not less than GEL 730,000.00 (seven hundred thirty thousand Georgian Lari).

Construction Experience:

. Participation as prime contractor, or subcontractor, or construction management, for at least one (1) contract similar to the proposed works within the last five (5) years, with a value of at least GEL 1,200,000.00 (one million two hundred thousand Georgian Lari) that has been successfully or substantially completed.

Construction experience in the following key activities:

 . Road Lighting Network Installation works for at least 3 km. of road in a duration of one year.
