Assignment Title: CONSULTING SERVICES FOR INNOVATION AND HARMONIZATION OF NEW GEORGIAN ROAD TUNNEL SAFETY TECHNICAL REGULATIONS ACCORDING TO INTERNATIONAL STANDARDS.

Georgia has received financing from the World Bank towards the cost of the Fourth East-West Highway Improvement Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites Individual Consultant to express their interest in providing the following services: CONSULTING SERVICES FOR INNOVATION AND HARMONIZATION OF NEW GEORGIAN ROAD TUNNEL SAFETY TECHNICAL REGULATIONS ACCORDING TO INTERNATIONAL STANDARDS

The estimated duration of assignment is 4 month.

The scope of consultant’s services include: Review and Inspect existing tunnels with the following Google Map coordinates: Gori Tunnel - 42.011632, 44.051767; Rikoti Tunnel - 42.058331, 43.489780; Chaqvi - Makhinjauri - 41.691758, 41.720989 and existing safety standards (GOST and SNIP standards developed during USSR on tunnel safety),  Improvement and Development of new tunnel emergency response documents for Georgia based on international best practices and provide training to the respective staff of the Client, as well as technical staff of the tunnels.

In particular, Consultant shall develop:

  1. Tunnel Safety Emergency Response Manual for Tunnel Operation;
  2. Tunnel Inspection Manual;
  3. Tunnel Design Review Safety Guide;
  4. General Tunnel Emergency Response Protocol/Action-Plan (including specific individual emergency Response Protocols for below listed three tunnels);

The Consultant will be selected under Chapter V “Selection of Individual Consultants” selection method for a time-based contract, as described in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Required Qualification of the Consultant:

-          Engineer’s degree and at least 10 years’ general professional engineering experience in road infrastructure sphere;

-          Preferably 5 years’ experience in preparation of detailed designs for road tunnels using EU standards;

-          Experience in tunnel safety audits, preparation of similar manuals/protocols and/or design reviews with focus on tunnel safety would be an asset;

-          Experience in implementation of minimum safety requirements for tunnels based on international best practices (for example, EU practices developed in line with Directive 2004/54/EC of the European Parliament and of the Council) would be an asset;

-          Most recent experience (past three years) in either development and/or implementation of tunnel emergency response (e.g., national plans, manuals, procedures/protocols, trainings), preferably in line with international best practices (state-of-the arts);

-          Fluency in English language is mandatory;

-          Knowledge of Russian language would be an asset;
