Fourth East-West Highway Improvement Project (EWHIP-4)

Assignment Title: Design Review Consultant. 

Contract/RFP No: EWHIP-4/CS/ICS-10 

Georgia has received financing from the World Bank towards the cost of the Fourth East-West Highway Improvement Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites Individual Consultants (Consultants) to express their interest in providing the following services: Design Review Consultant.

Roads Department intends to hire the Design-Review Consultant to support increased workload under the World Bank financed projects that is mainly related to the following road sections with the total length of approximately 320km:

(i)     Preparation of Pre - Feasibility Study and Feasibility Study for Jinvali - Larsi Road and Detailed Design for the Construction of Kvesheti -Kobi Road Section;

(ii)     Preparation of Feasibility Study and Detailed Design for the Upgrading of Rustavi-Red Bridge and Rustavi-Sadakhlo Roads;

(iii)     Preparation of Feasibility Study for Upgrading of Tbilisi-Bakurtsikhe, Tsnori-Lagodekhi Road and Detailed Design for the Upgrading of Tbilisi-Sagarejo and Sagarejo-Bakurtsikhe Road;

(iv)     Preparation of Pre-Feasibility and Feasibility Study for Samtredia-Zugdidi Bypass Road (including access road to Anaklia Deep Sea Port);

(v)      Preparation of Feasibility Study, Preliminary Design and Bidding Documents for Design-and-Build Contract of Construction of Bakurtsikhe-Tsnori and Gurjaani (Chumlaki) – Telavi Baypass roads sections.

Time-based contract will be signed between Consultant and Roads Department for 12-month period. The estimated input during the assignment is 7 staff-months.

Interested individuals shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. CVs of the candidates should cover experience in relevant to the project activities.

The Consultant will be selected under Chapter V “Selection of Individual Consultants” selection method for a time-based contract, as described in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Required Qualification of the Consultant:

The Design Review Consultant shall be qualified and competent Civil Engineer and shall have:

  • A minimum of 15 years of general road / highway engineering experience of which a minimum of 5 years is international.
  • Similar / specific experience in the preparation of feasibility and detailed engineering design studies or in the review of feasibility studies and detailed engineering design studies of road or highways projects.
  • Experience in the use of European standards will be an advantage.
