- The Government of Georgia has applied for financing from development partners toward the cost of Batumi Bypass Road Project. Part of this financing will be used for payments under the Contract named above. This contract will be jointly co-financed by ADB and the Asian Infrastructure Investment Bank (AIIB). ADB is the lead financing partner for the project and administers it on behalf of the other co-financier. As the Charter of the co-financier AIIB requires universal procurement, this procurement is open to all bidders and no nationality restrictions apply. However, firms shall be excluded if by an act of compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, the Purchaser’s country prohibits any import of goods or contracting of works or services from that country or any payments to persons or entities in that country. In other aspects, procurement shall be carried out in accordance with ADB’s procurement guidelines and procedures.
- The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (the “Employer”) invites sealed bids from eligible Bidders for the construction and completion of Batumi Bypass Road, Section km -1+000 – 13+325. This civil works contract includes the construction of a 2-lane motorway of 14 m width, including bridges and tunnels (“the Works”).
- International competitive bidding will be conducted in accordance with ADB’s Single-Stage Two Envelope bidding procedure and is open to all Bidders without nationality restrictions.
- Eligible bidders, a single entity or joint venture, must meet the following qualification criteria on a pass/fail basis:
Financial Situation: The Bidder’s net worth should be at least positive. Its annual average construction turnover for the last 5 five year must not be less than $ 130 million and the bidders should demonstrate that it has access to financial resources of not less than $ 21 million to support the cash flow requirement for this project and all its current contract commitments, if there is any.
Construction Experience: Participation as contractor, management contractor, or subcontractor, in at least one (1) contracts similar to the proposed works within the last five (5) years, with a value of at least US$133 million that have been successfully or are substantially completed, and
Construction experience in the following key activities:
i) Construction of bridges with a total combined bridge deck area of at least 50,000 m2 within last five years;
ii) Construction of tunnels with at least a total combined tunnel length of 3,000 m (at least two lanes) within last five years
