This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. WB3467-07/15 of 28 July 2015 on-line.

Georgia has received a credit from the International Bank for Reconstruction and Development (IBRD) and from European Investment Bank toward the cost of the East-West Highway Corridor Improvement Project, and it intends to apply part of the proceeds of this credit to payments under the contracts for EWHCIP/CW/ICB-01 Lot1 (Km 0+000~Km 5+800) and Lot2 (Km 5+800~Km14+066). Applications may be made for prequalification for either of the Contracts/Lots or both of them combined. Lot 1 will be jointly financed by the European Investment Bank and Government of Georgia and eligibility rules (for Lot 1) will be governed by EIB’s policy. Lot 2 will be jointly financed by the World Bank (IBRD) and Government of Georgia and eligibility rules (for Lot 2) will be in accordance with the World Bank’s policy. Prequalification and subsequent Bidding for both lots will be governed by the World Bank’s procurement procedures. The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia intends to prequalify contractors and/or firms for Construction works for the E-60 Highway Section from Zemo Osiauri to Chumateleti Lot1 (Km 0+000~Km 5+800) and Lot2 (Km 5+800~Km14+066). It is expected that invitation for bid will be made in May, 2016.  

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers, January 2011 (revised July 2014), and is open to all bidders from eligible source countries, as defined in the guidelines for Lot 2; and  subject to compliance with the requirement of not being ineligible due to “financial sanctions imposed by the European Union pursuant to Chapter 2 of Title V of the Treaty on European Union or article 215 of the Treaty on the Functioning of the European Union, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of article 41 of the UN Charter, for Lot 1. Interested eligible Applicants may obtain further information from and inspect the prequalification document at the Roads Department of the MRDI (address below) from 10:00am to 17:00pm. A complete set of the prequalification document in English Language may be obtained by interested Applicants free of charge (a) on the submission of a written application to the address below.

The document will be provided to the representative of an Applicant on a CD at the office of Roads Department of Georgia during the office hours or alternatively the PQD can be obtained electronically. The applicants may submit a written application described above to the following e-mail address: info@georoad.ge and upon request, the PQD will be sent to the applicant electronically, through e-mail; but in case of electronic submission, all responsibility of successful receipt of the documents lies solely with the applicant.  

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 14^th March 2016 17:00 Local Time  and be clearly marked “Application to Prequalify for Construction works for the E-60 Highway Section from Zemo Osiauri to Chumateleti Lot1 (Km 0+000~Km 5+800) Lot2 (Km 5+800~Km14+066) Under the East–West Highway Corridor Improvement Project Invitation for Prequalification No.: EWHCIP/CW/ICB-01.”
