Design and Build of Bakurtsikhe-Gurjaani Road Section Bypass Improvement/Construction under Output- and Performance-based Contracting (OPRC)


  1. The Government of Georgia, Ministry of Regional Development and Infrastructure, Roads Department has received a financing from the World Bank towards the cost of the Third Secondary and Local Roads Project and it intends to apply the proceeds to payments under Contract for Design and Build of Bakurtsikhe-Gurjaani Road Section Bypass Improvement/Construction under Output- and Performance-based Contracting (OPRC).
  2. The Roads Department of Georgia intends to pilot Output- and Performance-based Road Contracts (OPRC) as a method for achieving sustainable and cost effective road asset management whilst at the same time meeting the needs of road users. Implementation period of the contract is 30 months followed by a Defect Liability Period of 24 months.

3. Procurement of works will be conducted through the procedures of International Competitive Bidding as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January, 2011, revised in July 2014) and is open to all eligible bidders  as defined in the guidelines.

4. Interested eligible bidders who wish to receive any additional information and inspect the bidding documentation should contact Mr. Irakli Litanishvili, Vice-Chairman of the Roads Department of Georgia at the address below from 10:00 A.M till 17:00 P.M.

5. Bidders shall meet the following minimum qualifying criteria to qualify for award of the contract:

  1. a.       Minimum average annual turnover of USD 14,400,000 (Fourteen Million Four Hundred Thousand United States Dollars), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
  2. b.      The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

(i) the following cash-flow requirement: USD 2,400,000 (Two Million Four Hundred Thousand United States Dollars)

(ii) the overall cash flow requirements for this contract and its current commitments.

  1. c.       Experience under contracts in the role of a JV member, contractor, subcontractor, or management contractor for at least the last five (5) years prior to the bid submission deadline, and with activity in at least nine (9) months in each year. 
  2. d.       Participation as a JV member, contractor, management contractor, or subcontractor, in at least one (1) road rehabilitation/reconstruction/ construction contract within the last five (5) years, with a value of at least USD 14,400,000 (Fourteen Million Four Hundred Thousand United States Dollars), or two (2) contracts with a value of at least USD 8,000,000 (Eight Million United States Dollars) that have been successfully and substantially completed and that are similar to the proposed Works.
  3. e.        A minimum experience in the following key activities:  
  4. 1.                  At least 80.000 m2 of road pavement rehabilitation/construction completed during one year within the last 5 (five) years; 
  5. 2.      At least 2.000 m2 of bridge deck rehabilitation/construction completed during one year within the last 5 (five) years;
    1. f.        The bidder shall meet requirements for detailed design either by proposed sub-contractors, or joint venture partners. Over the period of the last five (5) calendar years prior to bid submission, the bidder /proposed JV, partner/sub-consultant should have experience in at least two (2) successfully completed contracts of Detailed Design for paved roads rehabilitation/reconstruction/ construction works with a value of at least USD 450,000 (Four Hundred Fifty Thousand United States Dollars) for each detailed design contract.

  1. The Bids should be delivered at the address below not later than February 16, 2016, 17:00 Hours local time. Electronic versions of the bids are not acceptable. Late bids will not be accepted. The bids will be opened in the presence of the bidders' representatives who choose to attend public bid opening on February 16, 2016, 17:00 Hours local time.
  2.  All bids should be submitted together with the Bid Securities for the amount of 800,000 GEL or equivalent in a freely convertible currency. The bid security shall be valid for twenty-eight (28) days beyond the original validity period of the bid.
