CONTRACT SPECIFICATION
2. Contract description
The EIB provides funding to the Georgian Government for the Project – Georgia East West Highway. In this context, the selected consultant is expected to provide the consultancy service of an Implementation Consultant.
3. Maximum budget
EUR 24.000.00 NET
CONDITIONS OF PARTICIPATION
4. Eligibility
Participation is open to all natural persons in accordance with the EIB Guide to Procurement http://www.eib.org/projects/publications/guide-to-procurement.htm
5. Number of applications
No more than one application can be submitted by a natural person. In the event that a natural person submits more than one application, all applications in which that person has participated will be excluded.
6. Shortlist alliances prohibited
Short-listed candidates may not form alliances or subcontract each other for the contract in question.
7. Sub-contracting
Sub-contracting is not allowed.
8. Number of candidates to be short-listed
On the basis of the applications received, between 4 and 8 candidates will be invited to submit detailed tenders for this contract. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the Contracting Authority may directly invite the candidates who satisfy the criteria to submit a tender.

The initial period of execution of the contract shall be of 12 months. This period may be extended, with the prior approval of the Contracting Authority.
SELECTION AND AWARD CRITERIA
12. Shortlisting criteria:
- Master’s Degree, Engineer’s diploma will be an advantage;
- At least two years working experience in IFI funded projects;
- Knowledge and practical experience in IFI’s procurement procedures and/or monitoring and reporting, as well as contract management;
- Strong negotiation skills will be an advantage;
- Good knowledge of English and Georgian languages is mandatory;

14. Deadline for receipt of applications
The applications must be received by the Contracting Authority no later than 17:00 hrs. local (Tbilisi) time on or before August 21st 2015. Any application received after this deadline will not be considered.
15. Application format and details to be provided
Applications must be submitted in a form of a cover letter underlining the intention to participate in subject selection accompanied by a recent CV (Curriculum Vitae) which should be signed by the Consultant.
Any additional documentation (brochure, letter, etc) sent with an application will not be taken into consideration.

17. Alteration or withdrawal of applications
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of applications. No application may be altered after this deadline.
