Assignment Title: Development of a Road Sector Financing and Institutional Strategy

Reference No. EWHIP-4/CS/ICS-06

Georgia has received financing from the World Bank towards the cost of the Forth East-West Highway Improvement Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites eligible individual consultants to express their interest in providing the following services: “Development of a Road Sector Financing and Institutional Strategy”.

To achieve the objective of this assignment, the Consultant is expected to:

  • Improve the quality of public spending on roads, by reviewing overall budgetary expenditure trends, and assessing the effectiveness of public spending and related institutions.
  • Review the mobilization, allocation and management of expenditures in the road sector during the period 2000-2014, with a focus on the last five years. Make recommendations on how to improve the efficiency of spending on roads.
  • Support the Government of Georgia (GoG) in improving the prioritization, efficiency, and effectiveness of public expenditures on road sector infrastructure. The STUDY will look at the role of the government and private sector in funding and delivering road infrastructure as well as on the overall policy and institutional framework for the sector development and management in Georgia. It is important to note that the main purpose of this analysis is to enable the GoG to identify areas of inefficiencies and how to address them. It will also provide an analytical basis to develop a strategy to improve the provision of road infrastructure services in Georgia.

The road sector STUDY has a number of specific objectives, including:

(1)   to understand the size and composition, allocation, and implementation of public expenditure on road sectors as well as to assess the efficiency and effectiveness of these expenditures;

(2)   to understand the road financing and management of national, regional and local roads, to the determine the adequacy, level, composition and efficiency of expenditure;

(3)   to understand the institutional arrangements in the planning and execution of these expenditures;

(4)   to examine the current revenue structure (cost-recovery) within the road sector that ensure the sustainability of services; and

(5)   to provide recommendations on how resources could be allocated and used more efficiently.

The analysis and recommendations are intended to demonstrate how public and private resources in the road sector are currently mobilized, used and managed, and to recommend improvements. Recognizing that road spending has been limited and largely funded by donors. The results are expected to help provide answers to the following broad questions:

  • What is the level and composition of public spending on road sectors?
  • What is the process by which public expenditure on roads is allocated and spent and how effective is it?
  • What is the efficiency of the current spending on road sector? For a given level of spending, are outputs being maximized or is there a more cost-efficient way to achieve similar outcomes?
  • What are the cost-recovery mechanisms to finance road sectors services? How effective are they and are there options to further improve the system?
  • What policy recommendations would enable more effective and efficient use of public funds in the road sector?
    • Do new rehabilitated road sections receive adequate routine and periodic maintenance? What are the main reasons behind the deteriorated local roads condition?

Qualification Requirements:

  • He/she shall have a relevant degree, professional qualification and be a transport economist with a strong road sector institutional development background.
  • At least 20 years of professional experience, of which successful experience in developing expenditure reviews. He/She should specify country where similar project has been successfully undertaken.
  • Knowledge and familiarity with the context of European and Developing countries are required.
  • He/she should be highly proficient in English.

The estimated duration of assignment is a period 4 months, requiring 60 man-days starting from the date of commencement of services. The assignment is estimated to commence on May/June 2015.

Interested individuals shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. CVs of the candidates should cover experience in relevant to the project activities.

A consultant will be selected in accordance with the “Selection of Individual Consultants” procedures set out in World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 (“Consultant Guidelines”) on the basis of substantial responsiveness of the best evaluated CV with respect to compliance with technical and other related aspects specified in the Terms of Reference.
