Georgia has received financing from the World Bank towards the cost of the Forth East-West Highway Improvement Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RDMRDI) now invites Individual Consultants (Consultants) to express their interest in providing the following services: Tunnel Engineer. 

The objective of the assignment is to (i) review and analyze need (necessity) for construction of tunnels (about 40 tunnels with the total length of around 33 km for both ways of carriageway) determined by feasibility study of Zemo Osiauri-Argveta section of E-60 highway (4-lanes), (ii) prepare special expert reports on Draft Final and Final Feasibility Study Reports developed for the preferable alignment, (iii) participate in discussion-solution of problematic issues raised during selecting of locations and parameters for tunnels.

To achieve the objective of this assignment, the Tunnel Engineer is expected to:

  1. Provide in-depth study and analysis of the proposed layout of the tunnels ) specified by feasibility study, check the accuracy of cross sections and clearance size, verify compliance of carriageway parameters with the effective standards and confirm the correctness of their location and length (including field visits). 
  2. Check the adequacy of selected technology for tunnel construction defined by feasibility study taking into the account geological and geotechnical conditions.
  3. Check the calculations used.
  4. Analyze solutions from the economics point of view in order to determine their optimality.

The estimated duration of assignment is 3 months.

Interested individuals shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. CVs of the candidates should cover experience in relevant to the project activities.

A consultant will be selected in accordance with the “Selection of Individual Consultants” procedures set out in World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 (“Consultant Guidelines”) on the basis of substantial responsiveness of the best evaluated CV with respect to compliance with technical and other related aspects specified in the Terms of Reference.  

Required Qualification of the Consultant:

-         At least 15 years of post-graduate experience, including 10 years of international experience in tunnel design and feasibility study assignments;

-         At least 2 feasibility studies in mountain area;

-         High level computer skills (e.g. Microsoft Office).

-         Excellent communication skills in English including well-developed report-writing skills.
