Request for Expression of Interest for Providing Land Acquisition and Resettlement Plan Implementation and Post Implementation Monitoring and Reporting

Roads Department of the Ministry of Regional Development and Infrastructure, the executing agency for Asian Development Bank financed transport projects in Georgia, intends to engage an international individual consultant to provide training in land acquisition and resettlement plan (LARP) implementation issues on road development projects. The main objective of this consultancy is to enhance the awareness and skills of government agencies, contractors, consultants, and NGO and CSOs about the principles and best practices of LARP implementation and post implementation monitoring and reporting. The training is tentatively scheduled for November, 2014.

1. TASKS, RESPONSIBILITIES and QUALIFICATION of the CONSULTANT

Task 1: Preparation

The consultant will prepare the training program by executing the following tasks at a minimum:

  • Before the commencement of the trainings the consultant will make a site visit in Kobuleti bypass road for identification of the weaknesses in order to highlight them during the training.
  • Get the final list of potential participants from Roads Department of Georgia (RD)—about 15-20 persons;
  • Carry out a rapid assessment (base line evaluation) of the participant’s occupations, current level of knowledge, skills and aptitudes in order to separate them as technical and non-technical, and then use it for a post-training evaluation;
    • Prepare training materials (handouts, Power Point Presentations, video clips necessary equipment, stationary, etc.)—one set for the technical people and another for non-technical people for raising awareness covering, but limited to, the following topics:
  1. A.   For all participants
  2. ADB Safeguard Policy Statement (Overview of Resettlement Frameworks prepared for Georgia and/or other Caucasian Countries), and Georgian government policies on LARP implementation.
  3. Overview of ADB’s accountability mechanism;
  4. Good practices in consultation and participation during after implementation;
  5. Operation of the Grievance Redress Mechanism;
  1. B.   For Technical Participants
  2. Monitoring and reporting, particularly preparation of compliance, and internal and external monitoring reports.
  3. Preparation of revisions during implementation and addendums to LARPs; and
  4. An internal for assessment of the effectiveness of the training through a basic quiz or test, and issue a certificate of competence.
  • Establish a schedule and locations near to the RD’s office for the training;
  • Conduct 2 days training workshops, in Tbilisi, Kutaisi and in the Adjara Region

Task 2: Delivery The training must be provided in two parts. The first part (half a day) will introduce the basic concepts and requirements of implementation. Both technical and non-technical participants will be attending this part.  The second part will be only for the technical participants. In addition to the class room material, these participants must be provided a half-day field training session, which will include a visit to a site agreed with the Road Department and carrying out a real life monitoring and reporting exercise

 The consultant will be responsible for:

  1. 1.    Organizing the training group according to the list of participants: 
  • Fill in the form containing the names of participants and their presence in the program; this document has an official status and is kept by the trainer;
  • Design together with the participants the internal rules for the training;
  • Communicate the rights and duties of the participants.
  1. 2.    Delivering the training:
  • Deliver all face-to–face training activities in due time and according to the highest professional standards;
  • Offer proper support and mentoring for all practical activities;
  • Offer support and consultancy during the training to all participants that would ask for this on topics under the Training session or any other issue related to this;
  • Apply final questionnaire to the participants as related to the quality of the training and the trainers as well as the whole training session.
  • The Training shall be delivered in English Language in the consecutive translation.
  • All training documents shall be delivered in both English and Georgian Language.
  1. 3.    Keeping contact during delivery with the Client:
  • Report directly to the Client all aspects related to attendance of the participants at the training sessions or any other aspect that can affect the quality of results;
  1. 4.    Qualification and experience:

The successful candidate should have:

  • An advanced degree in social sciences or a related field from a nationally accredited university;
  • At least 10 years of proven practical experience in LARP preparation, implementation, compliance review, post implementation monitoring, reporting and stakeholder consultation (include names and contact information of previous clients)
  • Familiar with ADB financed projects;
  • Proven record of education and training in LARP implementation in developing countries;
  1. 5.    Selection criteria:

Selection will be done according to the recruitment of individual international consultant selection method provided in Guidelines on The Use of Consultants by Asian Development Bank and Its Borrowers (available at http://www.adb.org/documents/guidelines-use-consultants-asian-development-bank-and-its-borrowers), and the following criteria and weights:

1. 20% General Qualification.

2. 70% Assignment-related Experience.

3. 10% overseas/country experience.
