Request for Expression of Interest

Roads Department (RD) of the Ministry of Regional Development and Infrastructure of Georgia, as the Asian Development Bank Transport Projects' Implementation Agency in Georgia seeks expressions of interest for the position of Project Assistant (PA) for Loans 2560 and 2843, the first two tranches of the Georgia Road Corridor Investment Program financed by ADB. The project comprises  construction of a 34 km two-lane bypass skirting Kobuleti. The road construction component of the project is already in progress under two contracts, and the works are scheduled for completion in 2016.

1. General Scope of Duties and Main Responsibilities:

The Project Assistant shall report to the RD. The initial appointment will be full-time for a period of 12 months, subject to extension on a yearly basis based on satisfactory service. He or she will report to the Vice-Chairman of the Road Department responsible for implementation of the project and will closely interact with the staff of the Foreign Project Unit (FPU). He or she will support project manager and project implementation specialist.

The Project Assistant is required to be guided by the internal procedures of RD, and the Project Administration Manual (PAM) agreed between RD and ADB.

The Project Assistant will closely cooperate with different divisions of Roads Department and will directly report to the Project Manager (PM), Project Implementation Specialist (PIS) and Project Coordinator (Vice-Chairman of Roads Department).

The duties and responsibilities of the Project Assistant shall include the following:

• Collect the reports submitted by Supervision Engineer and any other relevant information on a regular basis.
• Maintain the register of reports submitted by Supervision Engineer;
• Collect financial information (disbursements, status of payments etc.) from relevant units of the Roads Department of Georgia (RD), and Eurasian Transport Corridor Investment Center (ETCIC).
• Summarize and analyze the collected information (reports submitted by the Supervision Engineer) for review by PM & PIS.
• Collection of information for monitoring of the progress of works in accordance with agreed performance indicators.
• Develop and regularly update the database of monitoring activities.
• Monitoring of Project performance indicators and preparation of respective reports as needed
• Monitoring of Social Safeguard Issues in compliance with applicable law.
• Assistance in implementation of Grievance Redress Mechanism (GRM)
• Provide assistance in the Procurement procedures under the Project
• Provide assistance in Project implementation process
• Provide Supervision Engineer with feedback, based on monitoring results.
• Provide assistance in preparation of Progress Reports.
• Preparation of project correspondence addressed to the contractors, consultants and ADB.
• Maintain and keep the project related documents

Preferred Qualifications and experience:

The successful candidate should have:

• Master’s Degree or relevant certificate from an accredited educational institution;
• Minimum 3 years working experience under donor financed Infrastructure development projects (Working experience in project monitoring shall be an advance);
  • Strong verbal, reading and writing skills in Georgian and English languages;
  • Proficiency in standard and specialized desktop computer applications, including Word, Excel, electronic mail.

Selection criteria:

Selection will be done according to the recruitment of individual consultant selection method provided in Guidelines on The Use of Consultants by Asian Development Bank

and Its Borrowers (available at http://www.adb.org/documents/guidelines-use-consultants-asian-development-bank-and-its-borrowers). The following criteria and weights shall apply:

1. 20% General Qualification.

2. 70% Assignment-related Experience.

3. 10% Project-related Experience.
