Request for Expression of Interest

Roads Department (RD) of the Ministry of Regional Development and Infrastructure of Georgia, as the Asian Development Bank Transport Projects' Implementation Agency in Georgia seeks expressions of interest for the position of Project Manager (PM) for Loans 2560 and 2843, the first two tranches of the Georgia Road Corridor Investment Program financed by ADB. The project comprises  construction of a 34 km two-lane bypass skirting Kobuleti. The road construction component of the project is already in progress under two contracts, and the works are scheduled for completion in 2016.

1. General Scope of Duties and Main Responsibilities:

The PM shall report to the RD. The initial appointment will be full-time for a period of 12 months, subject to extension on a yearly basis based on satisfactory service. He or she will report to the Vice-Chairman of the Road Department responsible for implementation of the project and will closely interact with the staff of the Foreign Project Unit (FPU). He or she will be supported by a project implementation specialist.

The PM is required to conduct a site visit once a week and hold regular progress meetings with management of the RD to discuss project implementation issues and decisions. This will include managing the contractors and consultants as the Employer’s Representative, and be guided by the internal procedures of RD, and the Project Administration Manual (PAM) agreed between RD and ADB. The duties and responsibilities of the Project Manager shall include the following:

  • Review the current implementation plan for the Project and schedule together with the contractor and Engineer and recommend adjustments to RD management and ADB to improve project performance.
  • Put in place and manage an appropriate contract management methodology, including internal reporting instruments and document management system. A critical part of the assignment is to assure the implementation and management of robust quality control systems and reporting by contractors and supervision engineer as part of their contractual obligations, and maintain an overall table summarizing compliance of all of them with regard to their reporting and quality control operations.
  • Administer all contracts carried out under the project. This includes (i) reviewing the  quality and timeliness of deliverables under each contract; (ii) ensuring timely payments under each contract; and (iii) facilitating resolution of disputes and grievances related to the contracts.
  • Carry out day-to-day management of the project. This includes communication with contractors and consultants, regular project site visits and verification of the quality of all related studies and activities, review of engineering and technical issues related to the project and provide relevant suggestions to RD, participation in meetings with ADB missions and providing information requested by the missions.
  • Ensure remedial measures for improving quality are implemented when required, and monitor the contractors’ approach to rectifying non-compliance.
  • Communicate effectively with the contractor’s and consultant’s site management teams, the staff of the RD, Asian Development Bank team and the wider community, where required.
  • Support the RD in resolving site disputes, contractor grievances and claims, review and recommend to the RD measures to resolve them. 
  • Review reports submitted by the Engineer and Consultants, provide analysis and prepare comments in agreement with the Roads.
  • Development/management/monitoring of the Grievance Redress Mechanism on the local level for the Kobuleti Bypass Road
  • Ensure steady progress in accordance with the implementation schedule and agreed performance indicators.
  • Ensure that a high ethical standard and transparency is maintained throughout the project implementation.
  • Draft project correspondence addressed to the contractors, consultants and Asian Development Bank.

Preferred Qualifications and experience:

The Project Manger shall be a qualified professional civil engineer with at least 10 years working experience under road construction (rehabilitation) and design activities on positions with similar responsibilities and shall have relevant experience in large civil works projects financed by the IFIs.

The successful candidate should have:

  • A university degree in Civil (Highway) Engineering or certificate from an accredited educational institution.;
  • Knowledge and practical experience in construction quality control procedures;
  • Good knowledge of written and spoken English and Georgian languages is mandatory;
    • Proficiency in standard and specialized desktop computer applications, including Word, Excel, electronic mail.
    • Knowledge of ADB procedures and practices

Selection criteria:

Selection will be done according to the recruitment of individual consultant selection method provided in Guidelines on The Use of Consultants by Asian Development Bank

and Its Borrowers (available at http://www.adb.org/documents/guidelines-use-consultants-asian-development-bank-and-its-borrowers). The following criteria and weights shall apply:

1. 20% General Qualification.

2. 70% Assignment-related Experience.

3. 10% Project-related Experience.
