Ministry of Regional Development and Infrastructure presenting a 6-month report

Today the Minister of Regional Development and Infrastructure of Georgia together with Deputy Ministers and the Heads of the Companies under State control of the Ministry presented a 6-month report on the activities carried out by the Ministry to the public and media.

It is noteworthy that in the first half of 2014 unprecedented high amount of investment - GEL 305 mln was made in public infrastructure out of which:

  • GEL 23 mln – in water supply sector;
  • GEL 215 mln – in the field of motor roads;
  • GEL 61 mln – in construction;
  • GEL 6 mln – other fields;

The Ministry started implementation of 209 projects during the last 6 months. It also continues implementation of 302 projects, which have been started. According to the data of the first half of the year 114 projects have been completed.

Planned budget of the first 6 month for construction-rehabilitation of roads was GEL 230,8 mln out of which MRDI used GEL 217,9 mln which is 94 % of the total budget. It should be mentioned that the cost of the road construction related works implemented this year exceeded the same period of the last year by GEL 63,4 mln and by GEL 104,1 mln of the same period in 2012.    

Priority projects in this direction are the ones on construction of highways. During the first 6 months of 2014 construction activities were in progress on 131 road sections while construction of around 140 km. road is planned before the end of the year. The volume of the works implemented in the Ist and IInd quarters exceeds the volume of the works implemented during the same period of the last year by 30,2 km, and by 54,2 km to the indicator of the same works implemented in 2012. According to the statistics of the last three years works implemented during the recent 6 months exceed the works implemented in the same period last year by GEL 16,7 mln and by GEL 31,2 mln to the same period of 2012.    

State procurements carried out through bidding during the first half of 2014 exceed the same data of 2013 by 15 units and to the same period of 2012 by 36 units. Number of international biddings is also increasing. 

Significant progress has been recorded in terms of water supply.

This year rehabilitation works of water supply system has been completed in 14 cities. Works of the same type have started in 28 cities during the recent 6 months.

In the first half of the year project of Saltvisi-Tirifoni Irrigation system rehabilitation project has been completed cost of which was GEL 14,068,557. Thanks to the project problem of irrigation of arable lands was solved for the population of 39 villages.

The Ministry announced the tender on the construction of the metro station “University”. As a result of the project population of Tbilisi city will use the metro of modern standards.

15 residential blocks are being built for 536 internally displaced families in Poti and Zugdidi. Construction of 82 out-patient buildings throughout the country has started and 40 of them have already been constructed. 

A tender on designing of 25km road of Roshka-Arkhoti has also been announced in 2014. Construction of shelters for the homeless is being started in the city. Construction of a highway connecting Tbilisi-Rustavi has already been started. First phase of Anaklia coast protection dams is underway.

As for the projects of improvement of waste disposals, the cost of the works implemented in this direction is GEL 2 076 200. 

Preparatory works for construction of Imereti and Kvemo Kartli new regional landfill of international standards have started through financial assistance of the Government of Germany (BMZ/KFW).

Implementation of an important project with the purpose of providing necessary arrangements for Tetnuldi alpine resort has started. The project is planned to be finished for 2015. Total cost of the project is GEL 70 mln. It is noteworthy that 70% of the employees is local population.   

In terms of decentralization in the first half of 2014:

  • Local Self-Government Code has been approved;
  • Direct elections of mayors and heads of executive bodies; 
  • 7 new self-governing cities created;
  • Relevant legal and normative acts have been developed for newly created municipalities;
  • MRDI developed a “Concept on continuous learning of local self-government employees;”
  • Program on regional development of Georgia in 2015-2017 has been prepared;
  • Action plans of 2014-2017 regional development strategies are being developed;

It is noteworthy that in 2014 GEL 140 000 000 from the Fund of Capital Investments will be spent on the implementation of 270 projects while 2 524 projects within the frames of the Village Support Program will be financed with GEL 50 000 000.

GEL 11 423 429 is directed towards liquidation of damages caused by natural disasters in 26 municipalities.

In 2014 Roads Department of Georgia had to face challenges due to natural disasters. Restoration of traffic movement on the road section damaged by natural calamities in the Municipality of Kazbegi, Dariali gorge became available as a result of literally 24 hour work of the representative of the Roads Department of Georgia and “State Construction Company” on June 14.

Transparency and accountability to the public at large remains a priority for the Ministry of Regional Development and Infrastructure. In 2014, IDF Georgia awarded 100 % score to the Ministry in the category of transparency.
